Za poletanje, sletanje i kretanje vazduhoplova koriste se aerodromi.

Aerodromes shall be used for take-off, landing and surface movement of aircraft.

Vazduhoplovi čije se mesto sletanja zbog njihovih karakteristika ne može unapred odrediti (slobodni balon, paraglajder, zmaj bez motora), vazduhoplovi koji sleću u stanju nužde, vazduhoplovi koji obavljaju hitan medicinski prevoz, vazduhoplovi koji poleću ili sleću u svrhu traganja i spasavanja, vazduhoplovi koji učestvuju u gašenju požara, vojni vazduhoplovi i vazduhoplovi koji se koriste u izvršavanju operativnih poslova ministarstva nadležnog za unutrašnje poslove ne moraju da koriste aerodrom za sletanje i poletanje.

Aircraft the landing location of which due to their characteristics cannot be determined in advance (free baloon, paraglider, non-power driven kite), aircraft landing in an emergency, aircraft operating urgent medical flight, aircraft taking-off and landing for search and rescue purposes, aircraft participating in fire-fighting, military aircraft and aircraft used in performing operational functions of the ministry in charge of interior are not obliged to use an aerodrome for landing and take-off.

Avion koji nije složeni motorni vazduhoplov, kao i helikopter, mogu da za poletanje i sletanje koriste mesta koja se nalaze izvan aerodroma, pod uslovima propisanim u Pravilniku o poletanju i sletanju vazduhoplova izvan aerodroma („Službeni glasnik Republike Srbije“, broj 61/15).

Aircraft which is not a complex aircraft, as well as a helicopter, may use locations outside an aerodrome for take-off and landing, under conditions laid down by the Regulation on taking off and landing of an aircraft outside an aerodrome (“Official gazette of the Republic of Serbia”, number 61/15).

Prvo sletanje, odnosno poslednje poletanje stranog vazduhoplova odvija se sa aerodroma koji se koristi za međunarodni javni avio-prevoz.

The first landing or the first taking-off of a foreign aircraft shall take place from an aerodrome intended for international commercial air transport.

Za poletanje sa aerodroma i za sletanje na aerodrom koji se ne koristi za međunarodni javni avio-prevoz, strani vazduhoplov mora imati odobrenje koje izdaje ministarstvo nadležno za poslove saobraćaja uz saglasnost ministarstva nadležnog za unutrašnje poslove i ministarstva nadležnog za poslove carine, odnosno ministarstva nadležnog za poslove odbrane ukoliko se radi o vojnom aerodromu.

For taking-off and landing on an aerodrome which is not intended for international commercial air transport, a foreign aircraft must hold an approval issued by the ministry in charge of transport, with the assent of the ministry in charge of interior affairs and the ministry in charge of customs and, in case of a military aerodrome, the ministry in charge of defence.

Pod istim uslovima i domaći vazduhoplov može odstupiti od obaveze da poletanje za inostranstvo i prvo sletanje iz inostranstva obavi sa aerodroma koji se koristi za međunarodni javni avio-prevoz.

Under identical conditions may a national aircraft resign from the obligation to perform the first taking-off to a point abroad and the first landing from a point abroad to an aerodrome intended for international commercial air transport.

Pored aerodroma koji su objavljeni u ovom AIP-u, postoji i veći broj drugih aerodroma. Podaci o tim aerodromima se objavljuju u VFR AIP-u.

In addition to the aerodromes published in this AIP, there is a number of other aerodromes. Details of these aerodromes are published in VFR AIP.

Vazduhoplov u vazdušnom saobraćaju može da sleće i poleće samo sa aerodroma navedenih u AD 1.3 kao aerodromi za redovni, vanredni ili opšti vazdušni saobraćaj, izuzev u slučajevima nužde ili po posebnom odobrenju za vanaerodromsko sletanje i poletanje (videti ENR 1.2, tačka 11 pod b)).

Aircraft engaged in air traffic are permitted to take-off from or land only at aerodromes listed in AD 1.3 as aerodromes intended for scheduled, non-scheduled or general air traffic, except in cases of emergency or when special permission for take-off and landing outside an aerodrome has been obtained (see ENR 1.2, item 11 under b)).

Sletanje ili poletanje vazduhoplova u međunarodnom vazdušnom saobraćaju dozvoljeno je samo na i sa međunarodnih aerodroma, a izuzetno i drugih aerodroma ako operator aerodroma obezbedi primenu propisa o prelasku državne granice.

Take-off and landing of aircraft engaged in international air traffic is only permitted at international aerodromes and exceptionally at other aerodroms if the aerodrome operator ensures the application of state border crossing regulations.

Vazduhoplov kojim se obavljaju domaći taksi prevoz ili panoramski letovi može upotrebljavati i aerodrome za nekomercijalne operacije vazduhoplova i letilišta, ukoliko operator vazduhoplova ima odobrenje Agencije za civilno vazduhoplovstvo Crne Gore (videti GEN 1.1, pod b), tačka 1).

Aircraft engaged in domestic air taxi transport or in a sight-seeing flights may also use aerodromes for non-comercial operations and airfields, if aircraft operator has obtained permission from the Civil Aviation Agency of Montenegro (see GEN 1.1, under b), item 1).

Aerodrom može da se koristi za međunarodni vazdušni saobraćaj ako operater aerodroma obezbedi uslove za prelazak državne granice u skladu sa zakonom kojim se uređuje zaštita državne granice i ako je aktom Vlade određen granični prelaz za međunarodni saobraćaj na aerodromu.

An aerodrome may be used for international air transport operations if an aerodrome operator provides conditions for the State border crossing in accordance with the law which defines the State border protection and if the crossborder transition for international air transport operations is defined by an act of the Government.

Za međunarodni vazdušni saobraćaj se mogu koristiti drugi aerodromi, ako operater aerodroma, na zahtev i o svom trošku, obezbedi uslove za primenu zakona kojim se uređuje zaštita državne granice.

Other aerodromes for international air transport operations may be used if an aerodrome operator, upon request and on his own expenses, ensures conditions for the implementation of the law which defines the State border protection.

Ako strani vazduhoplov, zbog više sile ili opasnosti bude prinuđen da sleti van međunarodnog aerodroma, kapetan vazduhoplova je dužan da o tome odmah obavesti najbližu opštinsku službu unutrašnjih poslova, koja vazduhoplov, putnike i posadu stavlja pod nadzor i o tome odmah obaveštava najbližu carinarnicu.

If a foreign aircraft, due to the major force or in emergency is forced to land other than at an international aerodrome or at a designated alternate aerodrome, the pilot-in command shall immediately report such a landing to the nearest municipal authority of internal affairs, which shall put the aircraft, passangers and crew under supervision and inform immediately the nearest customs authorities.

Ako vazduhoplov u međunarodnom vazdušnom saobraćaju, zbog više sile ili u slučaju nužde bude prinuđen da sleti van međunarodnog aerodroma, vođa vazduhoplova je dužan da o tome odmah obavesti najbližu službu unutrašnjih poslova, koja vazduhoplov, putnike i posadu stavlja pod nadzor i o tome odmah obaveštava najbližu carinarnicu.

If an aircraft engaged in international air traffic, due to the major force or in emergency is forced to land other than at an international aerodrome, the pilot in command shall immediately report such a landing to the nearest authority of internal affairs, which shall put the aircraft, passengers and crew under supervision and inform immediately the nearest customs authority.

Operater aerodroma dužan je da obezbedi aerodrom od nekontrolisanog pristupa ljudi, vozila i životinja i da ga ogradi.

An aerodrome operator is obliged to protect the aerodrome from the uncontrolled access of persons, vehicles and animals and to fence it.

Podela zona

Demarcation of zones

Područje aerodroma podeljeno je na dve zone:

  1. javna zona, koju čini deo aerodroma namenjen za javno korišćenje; i

  2. restriktivna zona, koju čini deo aerodroma pod nadzorom nadležnih službi.

The grounds of each aerodrome are divided into two zones:

  1. a public zone comprising the part of the aerodrome open to the public; and

  2. a restricted zone comprising the part of the aerodrome under the control of the competent authority.

Službeni prolazi za lica i vozila između ove dve zone su pod stalnom kontrolom operatera, odnosno operatora aerodroma ili druge nadležne službe.

Official entrances intended to the staff and vehicles between these two zones are permanently under aerodrome operator or other competent authority control.

Movement of persons

Prostor ili prostorije za bezbednosnu, carinsku, pasošku i zdravstvenu kontrolu kao i drugi prostori ili prostorije za odlazeći, tranzitni ili transferni saobraćaj mogu da koriste samo putnici i službena lica.

The police, customs and health inspection offices and other offices assigned to the departing, transit and transfer traffic are accessible only to passengers and staff.

Službena lica se mogu kretati i na ostalim delovima restriktivne zone radi vršenja službenih poslova, ako imaju odgovarajuću dozvolu za kretanje.

The movement of the official staff into other parts of the restricted zone in pursuit of their duties is authorized on condition that they are in possession of the appropriate access permission.

Službena lica koja se kreću po manevarskim površinama moraju održavati neprekidnu radio-vezu sa aerodromskom službom kontrole letenja i postupati po njenim uputstvima.

Official staff moving on the manoeuvring areas shall maintain continuous radio contact with the aerodrome air traffic control service and follow its instructions.

Za svaki izlazak na manevarske površine ta lica moraju pribaviti odobrenje od nadležne jedinice kontrole letenja.

For each access to the manoeuvring areas, those staff must obtain permission from the competent air traffic control unit.

Po pristanišnoj platformi putnici se mogu kretati samo sa službenim licima koje odredi operater, odnosno operator aerodroma.

Movement of passengers on the apron is permitted only with an official person appointed by the aerodrome operator.

U restriktivnoj zoni aerodroma mogu se kretati samo vozila kojima se obavljaju službeni poslovi i u njima se mogu nalaziti samo službena lica.

The movement of vehicles in the restricted zone is strictly limited to the vehicles driven or used by the official staff and intended for official duties only.

Vozila koja se kreću po pristanišnoj platformi moraju se pridržavati obeleženih pravaca kretanja, propisanih brzina i drugih uputstava nadležne službe operatera, odnosno operatora aerodroma.

The movement of vehicles on apron must be in accordance with the designated directions, speed limits and other instructions given by the competent service of aerodrome operator.

Vozila koja se kreću po manevarskim površinama moraju održavati neprekidnu radio-vezu sa aerodromskom službom kontrole letenja i postupati po njenim uputstvima.

Vehicles moving on the manoeuvring areas shall maintain continous radio contact with the aerodrome air traffic control service and follow its instructions.

Operater aerodroma, u skladu sa ovlašćenjima utvrđenim zakonom, dužan je da se stara o bezbednosti na aerodromu.

In accordance with authorizations defined by the law, an aerodrome operator is obliged to take care of safety at aerodrome.

O bezbednosti na aerodromu, pored nosioca prava raspolaganja vazduhoplovom, dužni su da se staraju i preduzeće koje snabdeva vazduhoplov gorivom i mazivom, nadležna jedinica kontrole letenja, nadležni organ unutrašnjih poslova i nadležni carinski organ na aerodromu, u okviru svojih prava i dužnosti, a na mešovitom aerodromu i Ministarstvo odbrane.

In addition to an aircraft user, aircraft fuel and oil supplier, relevant ATS unit, relevant Interior Affairs Authority and relevant Customs Authority at the aerodrome are also obliged to take care of safety at aerodrome, within their rights and responsibilities, as well as the Ministry of Defense at civil-military aerodromes.

Poletanje i sletanje vazduhoplova na određeni aerodrom ne sme da se vrši ako nisu utvrđeni postupci za bezbedno poletanje i sletanje za taj aerodrom.

Take-off and landing from/to specific aerodrome shall not be made if there are no procedures for safe take-off and landing from/to that aerodrome established.

Uslovi za korišćenje helidroma

Use of heliports

Na korišćenje helidroma primenjuju se opšte odredbe nacionalnih propisa koji se odnose na aerodrome.

General provisions of national regulations related to aerodromes are applicable to heliports as well.

Poletanje i sletanje helikoptera izvan aerodroma, odnosno helidroma, može se vršiti ako to odobri nadležni organ i pod uslovom da pilot helikoptera ima najmanje 350 časova letenja helikopterom.

Take-off and landing of helicopters made other than at aerodromes or heliports are possible if approved by relevant authority and if a pilot has at least 350 flight hours on the helicopter.

U tom slučaju, poletanje i sletanje helikoptera mora se vršiti pod uslovima navedenim u odobrenju nadležnih organa. Mesto poletanja i sletanja helikoptera na kome je odobreno poletanje, odnosno sletanje, mora biti propisno obeleženo i označeno.

In that case, take-off and landing of a helicopter shall be made under conditions given in an approval by relevant authorities. Point of take-off and landing of a helicopter from/to which take-off or landing is approved shall be properly marked and signed.

Na korišćenje helidroma primenjuju se opšte odredbe nacionalnih propisa koji se odnose na aerodrome.

General provisions of national regulations related to aerodromes are applicable to heliports as well.

Sletanje, parkiranje i čuvanje vazduhoplova na aerodromima / helidromima u nadležnosti civilnih vazduhoplovnih vlasti

Landing, parking and storage of aircraft on aerodromes / heliports under control of the civil aviation administration

U Republici Srbiji operater aerodroma ima pravo na aerodromsku naknadu koju plaćaju korisnici aerodroma za korišćenje objekata, sredstava, uređaja i usluga, koje isključivo pruža operater aerodroma i koje se odnose na sletanje, poletanje, sisteme osvetljenja, boravak parkiranog vazduhoplova, kao i brigu o putnicima i robi.

In the Republic of Serbia the operator of an aerodrome shall be entitled to aerodrome charges paid by aerodrome users for using facilities, devices and services, exclusively provided by the operator of an aerodrome and which relate to landing, take-off, illumintion systems, aircraft parking, as well as passengers and freights handling.

U Crnoj Gori operatori aerodroma imaju pravo na naknadu za sletanje, naknadu za parkiranje, parkiranje u hangaru i dugotrajno parkiranje vazduhoplova na aerodromu i naknadu za pružanje usluga prihvata i otpreme vazduhoplova, putnika i prtljaga.

In Montenegro aerodrome operators shall be entitled to landing charge, parking, hangarage and long-term storage of aircraft charge and charge for providing aircraft with handling services.

Visinu naknade za sletanje i boravak vazduhoplova na aerodromu, kao i putničke aerodromske takse, utvrđuje operater, odnosno operator aerodroma.

An aerodrome operator shall determine the amount of charges for landing and storage of aircraft at the aerodrome, as well as for passenger aerodrome taxes.

Operater, odnosno operator aerodroma dužan je da 30 dana pre početka primene utvrđenih naknada i taksi obavesti Kontrolu letenja Srbije i Crne Gore SMATSA doo Beograd koja će ih objaviti u AIP-u. Takse i naknade za sletanje, parkiranje ili boravak aviona se objavljuju u delu GEN 4.1.

An aerodrome operator is obliged to notify Serbia and Montenegro Air Traffic Services SMATSA llc 30 days prior to starting the implementation of determined charges and taxes, so that they can be published in AIP. Taxes and charges for landing, parking and storage of an aircraft are published in section GEN 4.1.

3. LOW VISIBILITY PROCEDURES (LVP)

3.1 Opšte

3.1 General

Objavljivanje raspoloživosti aerodroma za operacije CAT II/III podrazumeva da na aerodromu postoji odgovarajuća oprema, da su ustanovljeni postupci za takve operacije i da se primenjuju kada je potrebno.

Promulgation of an aerodrome as available for CAT II/III operations means that it is suitably equipped and that procedures appropriate to such operations have been determined and are applied when relevant.

Takvo objavljivanje podrazumeva da su na raspolaganju bar sledeći uređaji i sredstva CAT II/III: ILS, svetlosno obeležavanje i sistem RVR.

Promulgation implies that at least the following facilities CAT II/III are available: ILS, lighting and RVR system.

Dole navedeni postupci i uslovi predstavljaju osnovne informacije za avio-prevozioce i pilote, i odnose se na specifična pravila i propise za operacije pri smanjenoj vidljivosti u Republici Srbiji uključujući prilaženje i sletanje po CAT II/III i poletanje pri smanjenoj vidljivosti.

The procedures and items listed below are basic information to operators and pilots concerning specific rules and regulations for low visibility operations in the Republic of Serbia including CAT Il/lII approach, landing and low visibility take-off.

ATC primenjuje posebne bezbednosne mere i postupke za operacije pri smanjenoj vidljivosti koje stupaju na snagu zavisno od određenih vremenskih uslova. Ovi postupci su namenjeni da pruže zaštitu vazduhoplova koji vrši operacije pri smanjenoj vidljivosti i da spreče remećenje signala ILS-a.

ATC applies special safeguards and procedures for low visibility operations that will become effective in relation to specified weather conditions. These procedures are intended to provide protection for aircraft operating in low visibility and to avoid disturbances to the ILS signals.

Tokom rulanja vazduhoplovi se vode radiotelefonijom (RTF) i uz pomoć vozila „Follow me“ sa maksimalnom brzinom kretanja od 10 KT.

Taxiing aircraft are guided by RTF and assisted by “Follow me” with maximum maneuvering speed of 10 KT.

Napomena: Radar za kontrolu kretanja po zemlji ne postoji na aerodromima u Republici Srbiji.

Note: Surface movement radar is not provided for any aerodrome in the Republic of Serbia.

Pilot vazduhoplova koji je sleteo obavezan je da preko RTF-a javi „RUNWAY VACATED“ tek kada je vazduhoplov kompletno prešao kraj žuto/zelenih svetala ose rulne staze (mesto čekanja CAT II/III).

A pilot of arriving aircraft is required to make a “RUNWAY VACATED” call on RTF only when aircraft has completely passed the end of the yellow/green colour coded taxiway centre line lights (CAT II/III holding position).

Vazduhoplov u odlasku ne sme preći mesto čekanja CAT II/III bez odobrenja ATC i dok se ne isključe svetla prečke za zaustavljanje.

Departing aircraft shall not pass CAT II/III holding position unless cleared by ATC and stop bar lights switched off.

U aktuelnim meteorološkim uslovima CAT II/III, piloti mogu očekivati da su sva objavljena sredstva namenjena za operacije pri smanjenoj vidljivosti operativna. Svaka neispravnost tih sredstava biće objavljena kroz NOTAM, o čemu će i ATC obavestiti pilote tako da oni mogu izmeniti svoje minimume, ako je to neophodno, prema svojim operativnim priručnicima.

In actual CAT II/III weather conditions, pilots may expect that published facilities provided for low visibility operations are operative. Any unserviceabilities of these facilities will be promulgated by NOTAM, and pilots will be informed of that unserviceabilities by ATC, so that they can amend their minima, if necessary, according to their operations manual.

3.2 Kategorije operacija preciznog prilaženja i sletanja

3.2 Categories of precision approach and landing operations

Operacije kategorije I (CAT I)

Category I (CAT I) operation

Precizno instrumentalno prilaženje i sletanje sa visinom odluke ne manjom od 60 M (200 FT) i uz jedan od sledeća dva uslova: vidljivost ne manja od 800 M ili RVR ne manji od 550 M.

A precision instrument approach and landing with a decision height not lower than 60 M (200 FT) and with either a visibility not less than 800 M or RVR not less than 550 M.

Operacije kategorije II (CAT II)

Category II (CAT II) operation

Precizno instrumentalno prilaženje i sletanje sa visinom odluke manjom od 60 M (200 FT), ali ne manjom od 30 M (100 FT) i RVR-om ne manjim od 300 M.

A precision instrument approach and landing with a decision height lower than 60 M (200 FT), but not lower than 30 M (100 FT) and RVR not less than 300 M.

Operacije kategorije IIIA (CAT IIIA)

Category IIIA (CAT IIIA) operation

Precizno instrumentalno prilaženje i sletanje sa:

  1. visinom odluke manjom od 30 M (100 FT) ili bez visine odluke; i

  2. RVR-om ne manjim od 175 M.

A precision instrument approach and landing with:

  1. decision height lower than 30 M (100 FT) or no decision height; and

  2. RVR not less than 175 M.

Operacije kategorije IIIB (CAT IIIB)

Category IIIB (CAT IIIB) operation

Precizno instrumentalno prilaženje i sletanje sa:

  1. visinom odluke manjom od 15 M (50 FT) ili bez visine odluke; i

  2. RVR-om manjim od 175 M ali ne manjim od 50 M.

A precision instrument approach and landing with:

  1. a decision height lower than 15 M (50 FT) or no decision height; and

  2. RVR less than 175 M but not less than 50 M.

Napomena: Kada visina odluke (DH) i vidljivost duž poletno-sletne staze (RVR) padaju u dve različite kategorije operacija, operacije instrumentalnog prilaženja i sletanja bi se sprovodile u skladu sa najzahtevnijom kategorijom (na primer operacija sa DH u rangu CAT IIIA ali sa RVR-om u rangu CAT IIIB smatrala bi se operacijom CAT IIIB, ili operacija sa DH u rangu CAT II, ali sa RVR-om u rangu CAT I smatrala bi se operacijom CAT II).

Note: Where decision height (DH) and runway visual range (RVR) fall into different categories of operation, the instrument approach and landing operation would be conducted in accordance with the requirements of the most demanding category (e.g. an operation with DH in the range of CAT IIIA but with an RVR in the range of CAT IIIB would be considered a CAT IIIB operation or an operation with a DH in the range of CAT II but with an RVR in the range of CAT I would be considered a CAT II operation).

Svako poletanje pri RVR manjem od 400 M je poletanje pri smanjenoj vidljivosti.

Take-off on runway where the RVR is less than 400 M is low visibility take-off.

Poletno-sletne i rulne staze na aerodromu su projektovane i koriste se u skladu sa standardima i preporučenom praksom iz ICAO Aneksa 14 i odredbama Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12) saglasno odobrenoj kategoriji operacija.

Runways and taxiways of aerodromes are designed and operated according to the Standards and Recommended Practices laid down in ICAO Annex 14, as well as provisions of the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12) appropriate to the category of their certified operation.

Za sada su operacije pri smanjenoj vidljivosti moguće samo na AD BEOGRAD/Nikola Tesla (LYBE):

  • prilaženje i sletanje CAT II/III na RWY 12; i

  • poletanje pri smanjenoj vidljivosti sa RWY 12 i RWY 30.

At present low visibility operations are available only at BEOGRAD/Nikola Tesla AD (LYBE):

  • CAT ll/lll approach and landing RWY 12; and

  • Low visibility take-off RWY 12 and RWY 30.

3.4.2 Kriterijumi za nadvišavanje prepreka i zona bez prepreka (OFZ)

3.4.2 Obstacle clearance criteria and obstacle free zone (OFZ)

Na aerodromima i u okolini aerodroma se ne podižu prepreke koje bi probijale površine za ograničavanje prepreka za precizno prilaženje koje su definisane u ICAO Aneksu 14, poglavlje 4, Pravilniku o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12) i ICAO Doc 8168 PANS-OPS, tom II. Objekat koji probija neku od površina za ograničavanje prepreka postaje kontrolna prepreka za izračunavanje OCA/OCH.

The aerodromes and the airspace around the aerodromes are kept free of obstacles rising above the precision approach obstacle limitation surfaces as defined in ICAO Annex 14, Chapter 4, the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12) and ICAO Doc 8168 PANS-OPS, Volume II. An object which penetrates one of the obstacle limitation surfaces becomes the controlling obstacle for calculating the OCA/OCH.

U toku operacija CAT II ili CAT III, zona bez prepreka (OFZ) se štiti od svih prepreka, kao što su vozila, lica i vazduhoplovi sve vreme tokom kojeg se vazduhoplov u prilaženju nalazi ispod 200 FT AGL.

During CAT II or CAT III Operations the Obstacle Free Zone (OFZ) is kept clear of all obstacles, such as vehicles, persons and aircraft at all time when an aircraft making an approach is below 200 FT AGL.

Oprema i instalacije u blizini poletno-sletne staze čije funkcionisanje je neophodno za vazduhoplovnu navigaciju (na primer antena GP, uređaji za procenu RVR-a, itd.) smešteni su izvan OFZ, a masa im je minimalna i lako su lomljivi.

Essential equipment and installations in the vicinity of the runway which are necessary because of their function for air navigation purposes (e.g. GP antenna, RVR assessment units, etc.) are situated clear of the OFZ and of minimum mass and frangible mounted.

3.4.3 Teren ispred praga

3.4.3 Pre-threshold terrain

Karta terena za precizno prilaženje (PATC) izrađuje se za svaku poletno-sletnu stazu odobrenu za operacije CAT II i CAT III i usaglašena je sa standardima i preporučenom praksom u ICAO aneksima 4 i 14, kao i odredbama Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12). Karte se nalaze u sekciji AD 2 odgovarajućeg aerodroma.

A Precision Approach Terrain Chart (PATC) according to the Standards and Recommended Practices of Annex 4 and 14, as well as provisions of the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12) is provided for each runway certified for CAT II and CAT III ILS operations; the charts are included in the section AD 2 of the aerodrome concerned.

Prilazna svetla za poletno-sletne staze sa preciznim prilaženjem su u skladu sa standardima i preporučenom praksom koja je navedena u ICAO Aneksu 14 i odredbama Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12).

Approach lighting for precision approach runways is in compliance with Standards and Recommended Practices laid down in ICAO Annex 14, as well as provisions of the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12).

Dnevne oznake i svetla RWY su u skladu sa standardima i preporučenom praksom koja je navedena u ICAO Aneksu 14 i odredbama Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12).

RWY lighting and marking is in compliance with the Standards and Recommended Practices laid down in ICAO Annex 14, as well as provisions of the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12).

RWY odobrene za CAT II i CAT III operacije su odgovarajuće opremljene, uključujući svetla i dnevne oznake praga RWY, ivica RWY, kraja RWY, ose RWY i TDZ. Za detaljniji opis dnevnih oznaka i svetla RWY videti tabele AD 2.9 i AD 2.14 odgovarajućih aerodroma.

RWY certified for CAT II and CAT III ILS operations are equipped accordingly including RWY threshold lighting, RWY edge lighting, RWY end lighting and marking, RWY centre line lighting and marking and TDZ lighting and marking. For detailed description of the RWY lighting and marking see tables AD 2.9 and AD 2.14 of the aerodrome concerned.

3.5.3 Dnevne oznake i svetla TWY i prečke za zaustavljanje

3.5.3 TWY lighting and markings, stopbars

Dnevne oznake i svetla TWY su u skladu sa standardima i preporučenom praksom koja je navedena u ICAO Aneksu 14 i odredbama Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12).

TWY lighting and marking are in compliance with the Standards and Recommended Practices laid down in ICAO Annex 14, as well as provisions of the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12).

Prečke za zaustavljanje, međumesta čekanja i osvetljene table su instalirane kako bi se obezbedilo odgovarajuće razdvajanje vazduhoplova koji taksira od RWY.

Stop bars, taxi-holding positions and illuminated notice boards are installed to provide adequate clearance for taxiing aircraft from RWY.

Rulne staze koje vode do/od poletno-sletnih staza koje su namenjene za operacije tokom CAT II i CAT III vremenskih uslova su opremljene svetlima ose TWY. Svetla ose TWY u okviru osetljive oblasti LOC su obojena žuto-zeleno kako bi pilot koji napušta RWY imao informaciju da je van osetljive oblasti LOC-a.

Taxiways leading to or from runways intended to be used during CAT II and CAT III weather conditions are equipped with TWY centre line lights. TWY centre line lights within the LOC sensitive area are colour coded (yellow/green) in order to advise the pilot exiting RWY when the aircraft is clear of LOC sensitive area.

3.5.4 Rezervno napajanje

3.5.4 Secondary power supply

Rezervno napajanje za vizuelna sredstva (vreme uključivanja je 1 SEC) je u skladu sa zahtevima ICAO Aneksa 14 i Pravilnika o aerodromima („Službeni glasnik Republike Srbije“, broj 23/12 i 60/12).

Secondary power supply for the visual aids (switch over time is 1 SEC) is provided in accordance with the requirements of ICAO Annex 14 and the Regulation on aerodromes (“Official Gazette of the Republic of Serbia”, number 23/12 and 60/12).

Primedba: Svaki kvar rezervnog napajanja ima za posledicu degradiranje ILS operacija, shodno tablicama u tački AD 2.22 odgovarajućeg aerodroma u sekciji AD 2.

Remark: Any failure of the secondary power supply equipment is affecting a down-grading of ILS operations, refers to tables in the section AD 2, item AD 2.22 of the aerodrome concerned.

3.6 Nevizuelni uređaji

Zemaljski ILS uređaji koji opslužuju instrumentalne RWY su udvojeni sistemi sa neprekidnim napajanjem. Uređaji su postavljeni i rade u skladu sa standardima i preporučenom praksom ICAO Aneksa 10, Tom I, deo I, poglavlje 3, tačka 3.1.

ILS ground equipment serving instrument RWY are no-break power supplied dual systems and located and operated according to the Standards and Recommended Practices laid down in ICAO Annex 10, Volume I, part I, chapter 3, item 3.1.

Za sve zemaljske komponente sistema ILS, obezbeđen je automatski sistem za praćenje rada, u skladu sa zahtevima Aneksa 10, Tom I, deo I.

Automatic monitor systems according to the requirements of Annex 10, Volume I, part I are provided for all ILS ground systems components.

LOC odobreni za operacije CAT II i/ili CAT III se dodatno prate monitor antenom. Piloti će bez odlaganja biti obavešteni o svakom odstupanju.

LOC certified for CAT II and/or CAT III operations are additionally monitored by a far-field monitor. Pilots will be informed without delay about any deficiency.

Kalibraža se sprovodi redovno i u skladu sa uputstvima iz ICAO Doc 8071 – Priručnik o testiranju radio-navigacionih uređaja.

Flight inspections are conducted in regular intervals and in accordance with the guidelines of ICAO Doc 8071 – Manual on testing of radio navigation aids.

3.6.2 Osetljive oblasti ILS-a

3.6.2 ILS sensitive areas

Uspostavljena je osetljiva oblast za zaštitu lokalajzera.

A sensitive area for localizer protection is established.

Za potrebe ATC, osetljiva oblast LOC se definiše kao pravougaona oblast između paralelnih linija povučenih na 150 M sa obe strane ose RWY, i između antene lokalajzera i početka RWY.

For ATC purposes, the LOC sensitive area is defined as a rectangular area which is located within parallel lines 150 M on both sides of RWY centre line and between the localizer aerial and the beginning of RWY.

Tokom operacija CAT II ili CAT III, u osetljivoj oblasti ILS-a ne smeju da se nalaze vozila niti vazduhoplovi, od trenutka kada se vazduhoplov u prilazu nađe na udaljenosti od 2 NM od praga, sve dok ne završi zaustavljanje posle sletanja, kao i sve vreme dok vazduhoplov u poletanju koristi za vođenje lokalajzer ILS-a.

During CAT II or CAT III operations, the ILS sensitive area is kept clear of all vehicles and aircraft at all times when an approaching aircraft is within 2 NM from threshold until it has completed its landing run and at all times that an aircraft taking off is using the ILS localizer for guidance during take-off run.

3.6.3 Rezervno napajanje

Svi radio-navigacioni uređaji, značajna komunikacijska oprema i sistem za merenje RVR imaju neprekidno napajanje.

All radio navigation aids, essential communication equipment and the RVR assessment system are no-break power supplied.

3.7.1 Aerodromske usluge

3.7.1 Aerodrome services

Održavanje i pregled vizuelnih sredstava, RWY i TWY operater aerodroma vrši u redovnim vremenskim intervalima.

Maintenance and inspection of the visual aids, RWY and TWY is done in regular intervals by aerodrome operator.

Održavanje i pregled nevizuelnih uređaja vrši tehnička služba Kontrole letenja Srbije i Crne Gore SMATSA doo Beograd.

Maintenance and inspection of the non-visual aids is executed by Technical department of Serbia and Montenegro Air Traffic Services SMATSA llc.

3.7.2 Usluge vazduhoplovnog informisanja

3.7.2 Aeronautical information services

U normalnim okolnostima, pilot može da očekuje da su sva sredstva predviđena za operacije u svim vremenskim uslovima za određeni RWY ispravna.

Under normal circumstances pilot may expect that facilities provided for all-weather operations to the particular RWY are operative.

NOTAM-om se objavljuju informacije o svakoj promeni u operativnom statusu ili odstupanju, ako su prouzrokovani otkazom za koji se očekuje da će trajati duže od jednog časa; piloti će na odgovarajući način biti obavešteni od strane ATC.

Any change in operational status or any other deficiency, if caused by a failure expected to last more than one hour, will be promulgated by NOTAM; pilots will be informed accordingly by ATC.

3.7.3 Meteorološke usluge

3.7.3 Meteorological services

Obezbeđeno je tačno i pravovremeno obaveštavanje o meteorološkim uslovima na aerodromu, u skladu sa odredbama ICAO Aneksa 3.

Accurate and timely reporting of meteorological conditions at the aerodrome concerned according to ICAO Annex 3 is provided.

RVR se procenjuje elektronskim transmisiometrima; položaji transmisiometara u zoni dodira, na sredini i na kraju poletno-sletne staze su označeni kao pozicija A (TDZ), B (sredina RWY) i C (kraj RWY) i na odgovarajući način prikazani su na aerodromskoj karti (AD 2 2.1–1).

RVR is assessed by electronic transmissiometers; positions of transmissiometers at touch-down zone, mid-point and stop-end of the runway are on the aerodrome chart designated as position A (TDZ), B (mid-point RWY) and C (RWY end) respectively and indicated on the aerodrome chart (AD 2 2.1–1) accordingly.

Ako otkaže RVR uređaj u zoni dodira, prenosiće se vrednost RVR izmerena na sredini RWY.

If the TDZ RVR assessment unit fails, the RVR value from the mid-point will be transmitted.

3.8 Zahtevi za vazduhoplov i posadu vazduhoplova

Osnovni zahtevi za vazduhoplov i opremu vazduhoplova za operacije CAT II i CAT III su opisani u glavi 4.2 ICAO Doc 9365-AN/910 – Priručnik za operacije u svim meteorološkim uslovima.

Basic requirements for an aircraft and its equipment for CAT II and CAT III operations are described in chapter 4.2 of the ICAO Doc 9365-AN/910 – Manual of all weather operations.

Nadležna vlast za vazduhoplove registrovane u Republici Srbiji je Direktorat civilnog vazduhoplovstva Republike Srbije.

Competent authority for an aircraft registered in the Republic of Serbia is the Civil Aviation Directorate of the Republic of Serbia.

Zahtevi za obučenost posada vazduhoplova za obavljanje operacija u uslovima smanjene vidljivosti, opisani su u glavi 4.3 ICAO Doc 9365-AN/910 – Priručnik za operacije u svim meteorološkim uslovima.

Training and experience requirements for flight crews to operate at low minima are described in chapter 4.3 of the ICAO Doc 9365-AN/910 – Manual of all weather operations.

Nadležna vlast za avio-prevozioce registrovane u Republici Srbiji je Direktorat civilnog vazduhoplovstva Republike Srbije.

Competent authority for aircraft operators registered in the Republic of Serbia is the Civil Aviation Directorate of the Republic of Serbia.

3.9 Obuka u vazduhu i vežbe prilaženja

3.9 Flight training and practice approach

Piloti koji žele da vežbaju prilaženje CAT II/III u simuliranim uslovima smanjene vidljivosti, obavezni su da u prvom kontaktu sa prilaznom kontrolom zahtevaju prilaženje CAT II/III u cilju vežbe: „REQUEST PRACTICE CAT II/III APPROACH“. Tokom vežbanja prilaženja ne garantuje se u potpunosti primena bezbednosnih postupaka, tako da je potrebno da piloti imaju u vidu mogućnost remećenja signala ILS-a.

Pilots who wish to carry out a practice CAT II/III approach in simulated low visibility conditions are required to “REQUEST PRACTICE CAT II/III APPROACH” on initial contact with Approach Control. For practice approaches, there is no guarantee that the full safeguarding procedures will be applied and pilots should anticipate the possibility of a resultant ILS signal disturbance.

Postupci će se primenjivati samo ako saobraćajna situacija to dozvoljava. U meteorološkim uslovima boljim od CAT ll/lll, neće se koristiti sistem rezervnog napajanja sredstava za vizuelni prilaz propisanih za operacije CAT ll/lll.

Procedures will be applied only if traffic permits. Under weather conditions better than CAT ll/lll, the secondary power supply for the visual approach aids prescribed for CAT ll/lll operations will not be operated.

Instalacije i uređaji ILS na poletno-sletnim stazama koje nisu odobrene za operacije CAT II/III, u potpunosti zadovoljavaju standarde za ILS CAT I, a delimično i za CAT II.

ILS facilities on runways not certificated for CAT II/III operations comply in full with the standards for ILS CAT I and partially for CAT II.

Zbog toga se ILS CAT I mogu koristiti za vežbanje automatskih prilaženja i sletanja kada uslovi vidljivosti omogućavaju pilotu vizuelno monitorisanje ovih operacija.

ILS CAT I might therefore be used for practicing automatic approaches and landings in visibility conditions permitting visual monitoring of the operation by the pilot.

U skladu sa preporukama ICAO Aneksa 10, Tom I, Dodatak C, struktura kvaliteta signala ILS CAT I zadovoljava zahteve CAT II do sledećih rastojanja i visina:

According to recommendations of ICAO Annex 10, Volume I, Attachment C, structure of ILS CAT I signal quality complies with CAT II within the following distances and heights:

It should be noted that adherence to these quality criteria cannot be guaranteed at all times for runways CAT I and that transient short disturbances caused by moving traffic are possible.

5.1 Koeficijent trenja mokre RWY

5.1 Wet RWY friction coefficient

Uslovi kočenja na poletno-sletnoj stazi pokrivenoj vodom proveravaju se najmanje jedanput godišnje ili kada se promeni stanje koje može da dovede do promene koeficijenta trenja (promena teksture kolovoznog zastora, naslage guma, nanosi ulja i maziva, mogućnost emulgovanja nanesenih čestica prašine i pepela).

Wet runway surface friction tests should be taken once a year, or when it is suspected that the braking characteristics of a runway are reduced (changes of the surface texture, mud, dust, rubber and oil deposits and other contaminents).

Ako se vrednost koeficijenta trenja na površini poletno-sletne staze koja je pokrivena vodom, smanji ispod granične vrednosti iz kolone 3 u sledećoj tabeli, objavljuje se NOTAM da je poletno-sletna staza klizava kada je pokrivena vodom. Takođe se preduzimaju mere za poboljšanje uslova kočenja (povećanje hrapavosti, obnavljanje zastora i čišćenje).

When the friction coefficient of a wet runway is found to be below the values of maintenance level in column 3 of the table below, information that runway is slippery when wet, will be disseminated by NOTAM. At the same time the appropriate maintenance action will be initiated to improve the braking conditions (grooving, resurfacing and cleaning).

Operater, odnosno operator aerodroma izveštava nadležnu jedinicu kontrole letenja o prisustvu vode na centralnoj polovini širine poletno-sletne staze.

Aerodrome operator will report the presence of water on the centre half of the width of the runway to the appropriate ATS unit.

Prisustvo vode, uključujući dubinu i lokaciju ako je primenljivo, saopštava se sledećim terminima:

  • vlažno
  • mokro
  • barice
  • vodeni sloj.

The presence of water, including the depth and location if applicable, will be reported in the following terms:

  • damp
  • wet
  • water patches
  • flooded.
