1. Flight coordination

1.1 Poletanja i sletanja sa/na AD BEOGRAD/Nikola Tesla vanrednih letova, letova za sopstvene potrebe i ostalih letova opšte avijacije moraju biti koordinirana sa koordinatorom letenja AD BEOGRAD/Nikola Tesla.

1.1 Take-offs and landings from/to BEOGRAD/Nikola Tesla AD of non-scheduled, private and other general aviation flights shall be coordinated with flight coordinator of BEOGRAD/Nikola Tesla AD.

1.2 Trideset šest časova pre planiranog sletanja/poletanja ili za hitne slučajeve na sam dan izvršenja leta, izvršilac leta mora podneti koordinatoru letenja sledeće podatke:

1.2 Thirty six hours prior to the planned landing/take-off or in case of urgency on the same day when a flight is to be carried out, an operator shall submit to the flight coordinator, the following data:

  1. naziv izvršioca leta;

  2. tip vazduhoplova i MTOM;

2. Ograničenja kapaciteta pristanišne platforme

2. Apron capacity constraints

Zbog ograničenja u kapacitetu pristanišne platforme, maksimalno vreme parkiranja za sve vanredne kargo letove je ograničeno na 6 sati, dok je maksimalno vreme parkiranja za helikoptere ograničeno na 4 sata. Za dodatne informacije u vezi sa ograničenjima, potrebno je izvršiti koordinaciju sa koordinatorom letenja u skladu sa tačkom 1.

Due to apron capacity constraints, maximum parking/turnaround time for all ad-hoc (non-scheduled) cargo flights is limited to 6 hours, while maximum parking time for helicopters is limited to 4 hours. For additional information regarding constraints, it is necessary to coordinate with the flight coordinator in accordance with item 1.

3.1 Zahtev za izvođenje postupka odleđivanja i zaštite od zaleđivanja

3.1 Request for de/anti-icing procedure

Vođa vazduhoplova upućuje zahtev AKL BEOGRAD (BEOGRAD ATSU) za vršenje postupka odleđivanja i zaštite od zaleđivanja na frekvenciji 118.300 MHZ (pozivni znak BEOGRAD GROUND). Ovo se vrši prilikom potvrđivanja prethodno zahtevanih podataka za poletanje – Take-off Data.

Request for de/anti-icing procedure shall be submitted to BEOGRAD ATSU by the pilot-in-command over 118.300 MHZ frequency (call sign BEOGRAD GROUND). This shall be done after confirmation of the requested Take-off Data.

Nakon toga, vođa vazduhoplova upućuje zahtev koordinatoru za postupak odleđivanja i zaštite od zaleđivanja (DAIC) za vršenje postupka odleđivanja i zaštite od zaleđivanja najmanje 15 MIN pre startovanja vazduhoplova. Zahtev se upućuje preko frekvencije 121.550 MHZ koristeći pozivni znak BELGRADE DEICING. Vođa vazduhoplova se identifikuje preko registracije vazduhoplova.

After that, request for de/anti-icing procedure shall be submitted to the De/Anti-Icing Coordinator (DAIC) by pilot-in-command, at latest 15 MIN before starting the aircraft. The request shall be submitted over 121.550 MHZ frequency using the call sign BELGRADE DEICING. Pilot-in-command shall identify himself by aircraft registration.

Zahtev mora da sadrži:

  • da li se radi jednostepeni ili dvostepeni postupak;
  • delove vazduhoplova koji će biti tretirani;
  • procenat mešavine kojom se radi postupak.

The request must include:

  • one step or two step process;
  • parts of aircraft to be treated;
  • fluid / water mixture, expressed as a percentage by volume.

3.2 Mesto obavljanja postupka odleđivanja i zaštite od zaleđivanja

3.2 De/anti-icing position

Postupak odleđivanja i zaštite od zaleđivanja se obavlja nakon postavljanja vazduhoplova:

  • na pozicije za odleđivanje i zaštitu od zaleđivanja N1 i N2 na platformi N za vazduhoplove raspona krila do 36 M;

  • na poziciju za odleđivanje i zaštitu od zaleđivanja N1A na platformi N za vazduhoplove raspona krila od 36,01 M do 65,00 M;

  • na poziciju za odleđivanje i zaštitu od zaleđivanja N1B na platformi N za vazduhoplove raspona krila od 65,01 M do 80,00 M;

  • na pozicije za parkiranje vazduhoplova generalne avijacije od A11 do A14.

  • na prostoru TWY G za vazduhoplove koji su izgurani ili izvučeni sa parking pozicija A1 do A10. Prostor obuhvata poziciju sa koje je vazduhoplov izguran ili izvučen i susednu poziciju u pravcu guranja;

  • na prostoru TWY H za vazduhoplove koji su izgurani ili izvučeni sa parking pozicija B1 do B7. Prostor obuhvata poziciju sa koje je vazduhoplov izguran ili izvučen i susednu poziciju u pravcu guranja;

  • na prostoru TWY F za vazduhoplove sa rasponom krila do 36 M koji su izgurani ili izvučeni sa parking pozicija C1 do C10. Prostor obuhvata poziciju sa koje je vazduhoplov izguran ili izvučen i susednu poziciju u pravcu guranja;

  • na prostoru TWY F za vazduhoplove sa rasponom krila 36,01 M do 65,00 M koji su izvučeni ili izgurani sa parking pozicija na platformi C. Prostor obuhvata poziciju sa koje je vazduhoplov izguran ili izvučen i dve susedne pozicije u pravcu guranja.

De/anti-icing procedure is executed, after positioning of aircraft, on:

  • de/anti-icing stands N1 and N2 on apron N for aircraft with a wingspan up to 36 M;

  • de/anti-icing stand N1A on apron N for aircraft with a wingspan from 36.01 M to 65.00 M;

  • de/anti-icing stand N1B on apron N for aircraft with a wingspan from 65.01 M to 80.00 M;

  • general aviation parking stands A11 to A14.

  • TWY G for aircraft which are pushed or pulled from A1 to A10 parking stands. Position includes parking stand from which aircraft is pushed or pulled and the next aircraft parking stand in the direction of aircraft movement;

  • TWY H for aircraft which are pushed or pulled from B1 to B7 parking stands. Position includes parking stand from which aircraft is pushed or pulled and the next aircraft parking stand in the direction of aircraft movement;

  • TWY F for aircraft, wingspan up to 36 M, which are pushed or pulled from C1 to C10 parking stands. Position includes parking stand from which aircraft is pushed or pulled and the next aircraft parking stand in the direction of aircraft movement;

  • TWY F for aircraft, wingspan 36.01 M to 65.00 M, which are pushed or pulled from C aircraft stands. Position includes parking stand from which aircraft is pushed or pulled and two adjescent aircraft parking stands in the direction of aircraft movement.

Napomena: Izuzetno, postupak odleđivanja i zaštite od zaleđivanja može da se vrši na pozicijama za parkiranje vazduhoplova A1 do A10, B1 do B7 i C1 do C10, samo po odobrenju Šefa smene aerodroma uz naplatu dodatnih troškova čišćenja pozicije od ostataka fluida za odleđivanje i zaštitu od zaleđivanja.

Note: Exceptionally de/anti-icing could be executed on aircraft stands A1 to A10, B1 to B7 and C1 to C10 only if aerodrome duty manager authorize it. In this case the aircraft stand cleaning from the rest of de/anti-icing fluid is additionally charged.

DAIC će odrediti na kojoj od pozicija će se vršiti postupak odleđivanja i zaštite od zaleđivanja.

DAIC will assign stand for de/anti-icing procedure.

AKL BEOGRAD (BEOGRAD ATSU) će dati instrukcije za taksiranje do određenih pozicija za odleđivanje i zaštitu od zaleđivanja. Vazduhoplov će biti zaustavljen na prečki za zaustavljanje F4 odakle će biti upućen na zadatu poziciju od strane AKL BEOGRAD (BEOGRAD ATSU).

Instructions for taxiing to the de/anti-icing stands will be issued by BEOGRAD ATSU. The aircraft will be stopped at F4 stop bar from where it will be guided to the assigned stand by BEOGRAD ATSU.

Vazduhoplovi će biti vođeni do pozicije za odleđivanje i zaštitu od zaleđivanja pomoću svetala centralne linije. Zaustavljanje vazduhoplova na pozicijama za odleđivanje i zaštitu od zaleđivanja N1, N1A, N1B i N2 vrši se pomoću parker signaliste.

Aircraft will be guided to the de/anti-icing stands with the aid of centerline lighting. Stopping guidance on de/anti-icing stands N1, N1A, N1B and N2 shall be given by marshaller.

Ukoliko je vazduhoplov na pozicijama za odleđivanje i zaštitu od zaleđivanja N1A ili N1B, pozicije N1 i N2 se ne mogu koristiti.

If the aircraft is on the de/anti-icing stand N1A or N1B, stands N1 and N2 cannot be used.

Postupak odleđivanja i zaštite od zaleđivanja se može vršiti istovremeno na pozicijama N1 i N2.

De/anti-icing procedure can be performed simultaneously at stands N1 and N2.

Vazduhoplovi kodnog slova F od prečke za zaustavljanje F4 do pozicije za odleđivanje i zaštitu od zaleđivanja N1B, biće uvek vođeni FOLLOW ME vozilom.

Aircraft with code letter F will be always guided from stop bar F4 to the de/anti-icing stand N1B by FOLLOW ME vehicle.

3.3 Provera nakon završenog postupka odleđivanja i zaštite od zaleđivanja

Ova provera se obavlja odmah nakon završetka postupka odleđivanja i zaštite od zaleđivanja na određenoj površini vazduhoplova. Vrši se vizuelno ili neposrednim dodirivanjem tretirane površine. Lice koje vrši proveru je u kontaktu sa vođom vazduhoplova putem interkomske veze.

The check of determined ACFT surface is conducted immediately after the end of de/anti-icing procedure. The method of check is visual or direct contact of the treated aircraft surfaces. Person who executes this check communicates with pilot-in-command by intercom.

3.4 Komunikacija

Pozicije za odleđivanje i zaštitu od zaleđivanja se nalaze u nadležnosti AKL BEOGRAD (BEOGRAD ATSU), izuzev tokom vršenja postupka odleđivanja i zaštite od zaleđivanja kada je nadležnost privremeno predata operateru aerodroma – DAIC.

De/anti-icing stands are located within the area of responsibility of BEOGRAD ATSU. Responsibility is temporarily transferred to aerodrome operator – DAIC during de/anti-icing procedure.

Vođa vazduhoplova koji je u redu za postupak odleđivanja i zaštite od zaleđivanja mora pratiti komunikaciju sa DAIC na frekvenciji 121.550 MHZ.

Pilot-in-command of the aircraft scheduled for de/anti-icing procedure must maintain air-ground voice communication watch with DAIC on 121.550 MHZ frequency.

Tokom vršenja postupka odleđivanja i zaštite od zaleđivanja vođa vazduhoplova je u vezi sa DAIC putem frekvencije 121.550 MHZ.

During the de/anti-icing procedure aircraft maintains communication with DAIC on 121.550 MHZ frequency.

Nakon završetka postupka odleđivanja i zaštite od zaleđivanja, DAIC saopštava vođi vazduhoplova kôd zaštite od zaleđivanja vazduhoplova i obaveštava vođu vazduhoplova da je dužan da kontaktira AKL BEOGRAD (BEOGRAD ATSU) radi nastavka voženja do praga RWY.

After the completion of de/anti-icing procedure, DAIC will communicate pilot-in-command de/anti-icing code and inform pilot-in-command that he is obliged to contact BEOGRAD ATSU in order to continue taxiing to the RWY.

4. Pokretanje motora na parking poziciji

Linijsko održavanje – LRU (line-replaceable unit) je jedino održavanje koje je dozvoljeno da se izvodi na parking pozicijama.

Line maintenance – LRU (line-replaceable unit) is the only maintenance that is allowed to perform on parking positions.

Strogo je zabranjeno testiranje motora na platformi i manevarskim površinama.

Engine testing is strictly forbidden on apron and maneuvering areas.

Pokretanje motora na parking poziciji dozvoljeno je samo u režimu IDLE.

Engine start in parking position is allowed only in IDLE mode.

1.1 Opšte

1.1 General

Na AD BEOGRAD/Nikola Tesla se mogu vršiti operacije pri smanjenoj vidljivosti, uključujući operacije prilaženja i sletanja CAT II/III.

Low visibility operations including CAT Il/lII approach and landing operations are available at BEOGRAD/Nikola Tesla AD.

1.2 Operacije prilaženja i sletanja CAT II/III

1.2 CAT ll/lll approach and landing operations

Operacije prilaženja i sletanja CAT II/III su odobrene za RWY 12. Operacije zavise od upotrebljivosti uređaja/sistema i postupaka koji su dati dalje u tekstu.

CAT ll/lll approach and landing operations are authorised on RWY 12. The operations are subject to the serviceability of the facilities/systems and procedures listed below.

1.3 Uređaji/sistemi

Sledeći uređaji CAT II/III su raspoloživi za RWY 12:

  • ILS LOC (III.E.4), GP, OM, MM, DME;

  • neprekidno napajanje;

  • svetlosno obeležavanje:

    • svetlosni sistem za precizno prilaženje CAT II/III;

    • *svetla THR i kraja RWY;

    • *svetla ose RWY (razmak 15 M) i svetla ivice RWY (razmak 60 M);

    • svetla TDZ;

    • *žuto-zelena svetla ose na TWY B, D i E;

  • dnevne oznake na manevarskim površinama;

  • *rezervno napajanje (vreme uključivanja 1 SEC);

  • *sistem za procenu RVR na pozicijama ALPHA (TDZ), BRAVO (sredina RWY) i CHARLIE (kraj RWY).

    • Precision approach CAT II/III lighting system;

  • Markings on maneuvering area;

  • *Secondary power supply (switch-over time 1 SEC);

  • *RVR assessment system at position ALPHA (TDZ), BRAVO (RWY mid-point) and CHARLIE (RWY stop end).

1.4 Kriterijumi za pokretanje i prestanak postupaka pri smanjenoj vidljivosti (LVP)

1.4 Criteria for the initiation and termination of low visibility procedures (LVP)

Pokretanje LVP se sprovodi u dve faze:

  • pripremna faza

  • operativna faza.

The initiation of LVP will be implemented in two phases:

  • Preparation phase

  • Operations phase.

Pripreme za LVP počinju kada:

  • RVR na TDZ ili na sredini RWY opadne na 1000 M; i/ili

  • se baza oblaka/vertikalna vidljivost spusti na 90 M (300 FT) sa tendencijom daljeg smanjenja.

Preparations for LVP commence when:

  • RVR at TDZ or RWY mid-point reaches 1000 M downward; and/or

  • cloud base/vertical visibility reaches 90 M (300 FT) downward with further downward tendency.

LVP stupaju na snagu kada:

  • RVR na TDZ ili na sredini RWY opadne ispod 550 M; i/ili

  • se baza oblaka/vertikalna vidljivost spusti ispod 60 M (200 FT).

LVP become effective when:

  • RVR at TDZ or at RWY mid-point reaches values less than 550 M, and/or

  • cloud base/vertical visibility reaches values less than 60 M (200 FT).

Piloti će biti obavešteni, prilikom prvog kontakta, preko RTF sledećom standardnom porukom: „LOW VISIBILITY PROCEDURES IN FORCE“.

Pilots will be informed by RTF on first contact by the following standard message: “LOW VISIBILITY PROCEDURES IN FORCE”.

LVP prestaju kada je RVR 550 M ili iznad i baza oblaka/vertikalna vidljivost 60 M ili iznad uz očekivanje da će se ovi uslovi poboljšavati.

LVP will be terminated when the RVR is 550 M or greater and the ceiling of cloud base/vertical visibility is 60 M or above and a continuing improvement of these conditions is expected.

Piloti će biti obavešteni preko RTF sledećom frazom: „LOW VISIBILITY PROCEDURES CANCELLED AT TIME ____“.

Pilots will be informed by RTF using the phraseology: “LOW VISIBILITY PROCEDURES CANCELLED AT TIME_____”.

1.5.1 Informacije koje se daju pilotima

1.5.1 Information given to pilots

APP ili TWR će prosleđivati sledeće informacije pilotu vazduhoplova u dolasku:

APP or TWR will transmit following information to a pilot of arriving aircraft:

  1. pravac i brzinu prizemnog vetra uz odobrenje za prilaženje;

  2. RVR uz odobrenje za prilaženje i prilikom preleta OM;

  3. za vreme prilaženja, odmah po nastupanju pojave: kvar ili otkaz radio-navigacionih uređaja, dela sistema svetlosnog obeležavanja, transmisiometra, anemometra, rezervnog napajanja itd;

  4. bitne promene vrednosti RVR (50 M ili više).

  1. direction and velocity of the surface wind together with approach clearance;

  2. RVR together with approach clearance and additionally when passing OM;

  3. during approach, immediately after occurrence: failure or malfunction of radio navigation aids, part of the lighting system, transmissometer, anemometer, secondary power supply etc.;

  4. significant variations of RVR values (50 M or more).

Nakon preleta FAF-a vođa vazduhoplova donosi odluku da li nastavlja prilaženje CAT II/III ili ne.

After passing FAF, it is the decision of the pilot-in-command whether or not a CAT II/III approach will be continued.

1.5.2 Radarsko vektorisanje

Vazduhoplovi u dolasku se vektorišu tako da preseku snop lokalajzera na visini od 3000 FT AMSL na tački LABUD.

Arriving aircraft are vectored so as to ensure a localizer intercept at 3000 FT AMSL on LABUD point.

An aircraft carrying out a CAT ll/lll approach shall not pass the FAF (L KN) before the preceding aircraft has landed.

Razdvajanje između vazduhoplova koji prilazi po CAT II/III na RWY 12 i vazduhoplova koji ubrzava za poletanje na RWY 12, mora da osigura da vazduhoplov u odlasku preleti antenu lokalajzera, pre nego što se vazduhoplov u dolasku nađe na 2 NM od TDZ. Kako bi se ovo postiglo, vazduhoplov u odlasku mora da započne poletanje pre nego što vazduhoplov u dolasku preleti L KN.

Separation between an aircraft carrying out a CAT ll/lll approach on RWY 12 and an aircraft rolling for take-off on RWY 12, shall ensure that the departing aircraft will pass over the ILS localizer antenna before the arriving aircraft reaches a point 2 NM from TDZ. To achieve this, the departing aircraft must commence its take-off run before the arriving aircraft overfly L KN.

Piloti vazduhoplova u dolasku će biti obavešteni preko RTF ili ATIS o primeni ATC postupaka za operacije pri smanjenoj vidljivosti: „LOW VISIBILITY PROCEDURES IN FORCE“.

Pilots of arriving aircraft will be informed about application of ATC procedures for low visibility operations via RTF or ATIS: “LOW VISIBILITY PROCEDURES IN FORCE”.

Primenjuju se sledeća vremenska rastojanja između dva uzastopna vazduhoplova u prilazu u odnosu na uslove vidljivosti:

  • Uslovi vidljivosti 1RVR manji od 300 M:
    MIN između dva uzastopna vazduhoplova u dolasku;

  • Uslovi vidljivosti 2RVR manji od 550 M a jednak ili veći od 300 M:
    MIN između dva uzastopna vazduhoplova u dolasku;

  • Uslovi vidljivosti 3RVR manji od 800 M a jednak ili veći od 550 M:
    MIN između dva uzastopna vazduhoplova u dolasku.

The following time base spacing between two successive arriving aircraft regarding visibility conditions are applied:

  • Visibility condition 1 RVR less than 300 M:
    MIN between two successive arriving aircraft;

  • Visibility condition 2RVR less than 550 M and equal or greater than 300 M:
    MIN between two successive arriving aircraft;

  • Visibility condition 3RVR less than 800 M and equal or greater than 550 M:
    MIN between two successive arriving aircraft.

Between a departing aircraft and an arriving aircraft approaching RWY 12: take-off has to be commenced before the arriving aircraft overfly L KN.

1.5.3.2 Površine za kretanje

Razdvajanje vazduhoplova na površinama za kretanje vrši se u skladu sa ICAO Doc 9476-AN/927 – Priručnik o sistemima za vođenje i kontrolu kretanja, tačka 4.5.

Separation of aircraft on the movement area is achieved according to ICAO Doc 9476-AN/927 – Manual of surface movement guidance and control systems, item 4.5.

U slučaju kada je RVR 400 M i više, vazduhoplovi se mogu razdvajati bez upotrebe prečki za zaustavljanje.

In case that RVR is 400 M or greater, aircraft can be separated without usage of stop bars.

1.5.4 Odobrenje za prilaženje

1.5.4 Clearance for approach

ATC izdaje odobrenja za prilaženje po ILS-u bez obzira na kategoriju prilaženja.

ATC issues a clearance for ILS approach regardless of the category flown.

1.5.5 Odobrenje za sletanje

1.5.5 Landing clearance

Odobrenje za sletanje će biti, po pravilu, izdato pre nego što se vazduhoplov (u dolasku) nađe na rastojanju ne manjem od 2 NM od THR. U posebnim slučajevima izdavanje odobrenja može da kasni do rastojanja od 1 NM od THR i u tom slučaju će piloti biti na odgovarajući način informisani.

Landing clearance shall be delivered normally prior an (arriving) aircraft reaches a distance of more than 2 NM from THR. In exceptional cases transmission may be delayed until a distance of 1 NM from THR, in which case pilots must be informed accordingly.

1.5.6 Postupci pilota

Kad god se izvršava prilaženje pri smanjenoj vidljivosti, pilot mora da napusti RWY preko primarne TWY D, odnosno sekundarne TWY E. Pilot mora da javi da je sleteo i, dodatno, da je napustio RWY kada prođe kraj žuto-zelenih svetala ose TWY.

Whenever low visibility approaches are carried out, the pilots shall vacate the RWY via TWY D as a primary TWY or via TWY E as a secondary TWY. Pilots shall report when landed and additionally RWY vacated when passing the end of the colour coded yellow-green TWY centre line lights.

Vazduhoplov u odlasku mora da koristi TWY B kada je RWY 12 u upotrebi za poletanje.

Departing aircraft shall use TWY B when departing RWY 12 is in use.

Vazduhoplov u odlasku mora da koristi TWY E kada je RWY 30 u upotrebi za poletanje.

Pilot može da započne prilaz, bez obzira da li dobijeni podaci o RVR na TDZ zadovoljavaju zahtevane minimume avio-prevozioca za RVR na TDZ. Prilaženje ne sme biti nastavljeno nakon spoljnjeg markera (OM ili ekvivalentna tačka) ukoliko dobijeni RVR na TDZ nije bar jednak minimalnom zahtevanom RVR. Kada preleti OM, pilot može nastaviti prilaženje bez obzira na dobijene promene RVR-a, snižavajući do DH. Od DH prilaženje može biti nastavljeno do sletanja ako je uspostavljena zahtevana vizuelna referenca i ako se ona može održavati.

A pilot may initiate an approach, regardless on whether the reported touch-down zone RVR does or does not meet the aircraft operator’s required minimum RVR value for TDZ. An approach, however, must not be continued beyond the outer marker (OM or an equivalent point) unless the reported TDZ RVR is at least equal to the minimum required RVR. When the pilot has passed OM, he may continue approach regardless of any RVR changes reported, descending to the DH. From DH the approach may be continued to the landing provided that the required visual reference can be established and maintained.

Izmena operativnog statusa radio-navigacionih uređaja i sistema svetlosnog obeležavanja biće objavljena NOTAM-om, ako je prouzrokovana otkazom za koji se očekuje da traje duže od jednog sata.

A change of operational status of a radio navigation aid or aerodrome lighting system, caused by a failure which is expected to last more than one hour, will be promulgated by NOTAM.

U toku prilaženja, odmah po nastupanju otkaza, ATC će inicirati degradiranje LVP operacija prilaženja u skladu sa narednom tabelom.

During approach, immediately after failure occurrence, ATC will initiate downgrading of LVP according to the following table.

Za otkaze koji će trajati kraće od jednog sata, ATC će (putem RTF) obavestiti pilote o razlozima degradacije LVP prilaženja.

In case of shorter failures (less than one hour), pilots will be notified of causes for downgrading approach LVP by ATC (through RTF).

Kada je vrednost RVR ispod 350 M, rulanje vazduhoplova na sopstveni pogon biće dozvoljeno samo na delovima manevarskih površina opremljenih sistemom svetlosnog obeležavanja.

When RVR value is below 350 M, taxiing of aircraft under it’s own power shall be allowed only on the parts of the maneuvering areas equipped with the lighting system.

Taksiranje vazduhoplova sa parking pozicija A11 do A14, kada su LVP na snazi, dozvoljeno je samo uz instrukcije parker signaliste. Vođenje vazduhoplova vrši se od parking pozicije vazduhoplova do svetala centralne linije TWY G.

Taxiing for departing of ACFT from ACFT stands A11 to A14, when LVP is in force, is allowed only with marshaller’s instruction. Marshalling is provided from ACFT stand to the TWY G centre line lights.

Zahtevani uređaji za nevođeno poletanje pri smanjenoj vidljivosti su označeni sa zvezdicom (*) pod tačkom 1.3.

Facilities required for non guided low visibility take-off are marked with an asterisk (*) in item 1.3.

Za poletanje pri smanjenoj vidljivosti, minimalna vrednost RVR za AD BEOGRAD/Nikola Tesla je:

  • 150 M za vazduhoplove A, B i C kategorije i 200 M za vazduhoplove D kategorije; ili

  • 125 M za vazduhoplove A, B i C kategorije i 150 M za vazduhoplove D kategorije, pod uslovom da avio-prevozilac za to dobije odobrenje od Direktorata civilnog vazduhoplovstva Republike Srbije.

The fixed minimum RVR value for low visibility take-off at BEOGRAD/Nikola Tesla AD is:

  • 150 M for A, B and C category aircraft and 200 M for D category aircraft; or

  • 125 M for A, B and C category aircraft and 150 M for D category aircraft, on condition that aircraft operator has obtained approval by the Civil Aviation Directorate of the Republic of Serbia.

Po pravilu LVP se primenjuju za dolazeći i odlazeći saobraćaj. Ako se samo poletanje pri smanjenoj vidljivosti obavlja kada je RVR ispod 400 M, avio-prevozilac će zatražiti primenu postupaka pri smanjenoj vidljivosti.

Normally LVP are applied for arriving and departing traffic. If low visibility take-off only is conducted when RVR is below 400 M, the aircraft operator shall request LVP procedures to be provided.

Kada se vrše samo operacije poletanja pri smanjenoj vidljivosti, poruka treba da glasi: „LOW VISIBILITY TAKE OFF PROCEDURES IN FORCE“.

When low visibility take-off only is in operation, the message should read: “LOW VISIBILITY TAKE OFF PROCEDURES IN FORCE”.

2.1 Dolasci

2.1 Arrivals

2.1.1 VFR letovi u sletanju na AD BEOGRAD/Nikola Tesla moraju da koriste VFR rute od NDB OBR i NDB PA do tačaka za čekanje SIERA i PAPPA. Dalje instrukcije i odobrenje za sletanje se dobijaju od AKL BEOGRAD (BEOGRAD ATSU) na frekvenciji 118.100 MHZ.

2.1.1 VFR flights landing at BEOGRAD/Nikola Tesla AD shall be conducted on VFR routes from OBR NDB and PA NDB to SIERA and PAPPA holding points. Further instructions and landing clearance will be given by BEOGRAD ATSU on frequency 118.100 MHZ.

2.1.2 U slučaju gubitka radio-veze pilot treba da uključi SSR kod A7600, ukoliko je vazduhoplov opremljen transponderom, da se vrati VFR rutom i sleti na najbliži nekontrolisani aerodrom. Ukoliko to nije moguće vazduhoplov će čekati na tački SIERA ili PAPPA na svetlosni signal sa AKL BEOGRAD (BEOGRAD ATSU) za sletanje.

2.1.2 In the case of communication failure, if aircraft is equipped with transponder, pilot shall squawk SSR code A7600, return on VFR route and land at the nearest uncontrolled aerodrome. If unable to comply aircraft will hold at SIERA or PAPPA awaiting light signals from BEOGRAD ATSU.

3.1 Opšte

3.1 General

Postupci RNAV STAR vode vazduhoplov do putanje završnog prilaza koja je u sklopu objavljenih procedura instrumentalnog prilaženja za RWY 12 i RWY 30.

RNAV STARs guide the aircraft to the final approach track of the published instrument approach procedures for the RWY 12 and RWY 30.

Zaokret završnog prilaženja se obično izvodi radarskim vektorisanjem radi ekspeditivnosti vođenja saobraćaja i razdvajanja vazduhoplova.

The turn to final approach is usually performed by radar vectors to expedite traffic handling and for separation reasons.

Primena procedura zahteva odobrenje ATC.

The utilization of the procedures requires a clearance by ATC.

Procedure će biti prаćene na radaru.

The procedures will be radar monitored.

Pilot vazduhoplova koji nije opremljen sa odgovarajućim sistemima mora o tome da obavesti ATC, po prijemu odobrenja za STAR ili njegove delove, koristeći frazu „UNABLE RNAV STAR“. ATC će tada radarski vektorisati vazduhoplov ili izdati konvencionalni STAR do putanje završnog prilaza relevantne procedure instrumentalnog prilaženja.

Pilots of aircraft which are not equipped with appropriate systems shall advise ATC, after reception of a clearance for a STAR or parts of it, about this fact, by using the phrase “UNABLE RNAV STAR”. ATC will then issue radar vectors or conventional STAR to the final approach track of the relevant instrument approach procedure.

  2. „CLEARED DIRECT (oznaka tačke)“ je dozvola za letenje sa trenutne pozicije direktno do navedene tačke, a zatim za nastavak po odgovarajućem STAR-u za RWY u upotrebi. Dodelu visina vrši ATC. Nadvišavanje terena osigurava ATC.

  1. “CLEARED (STAR designator) ARRIVAL” for authorization to fly the lateral STAR. Altitude assignments will be issued by ATC. The terrain clearance is assured by STAR design;

  2. “CLEARED DIRECT (waypoint designator)” is the authorization to fly from the present position direct to a waypoint and to continue thereafter on the appropriate STAR to the RWY in use. Altitude assignments will be issued by ATC. The terrain clearance will be assured by ATC.

Napomena: Oznaka tačke, za koju je moguće koristiti odobrenje navedeno pod b), se sastoji od poslednja dva slova četvoroslovne oznake lokacijskog indikatora aerodroma (BE) i tri cifre što se prenosi kao „BRAVO ECHO xxx“ (na primer CLEARED DIRECT BRAVO ECHO 103).

Note: Waypoint designator, that may be used for clearance under b), is based on the last two letters of the four-letter ICAO Location Indicator for aerodrome (BE) plus additionally three digits and shall be transmitted as “BRAVO ECHO xxx” (e.g. CLEARED DIRECT BRAVO ECHO 103).

Tokom saobraćajnog špica (koji je prethodno objavljen NOTAM-om) operateri vazduhoplova moraju da planiraju da lete po kompletnim postupcima RNAV STAR koji su objavljeni u AIP-u.

During rush hours (previously published by NOTAM) aircraft operators have to plan the complete RNAV STARs published in AIP.
