Local aerodrome regulations

1. Aktiviranje ATZ/RMZ VRŠAC

1. VRŠAC ATZ/RMZ activation

1.1 Opšte

1.1 General

1.1.1 ATZ/RMZ VRŠAC se aktivira za potrebe obuke pilota SMATSA vazduhoplovne akademije, kada je neophodan rad rukovodioca letenja-instruktora po pitanju tehnike pilotiranja.

1.1.1 VRŠAC ATZ/RMZ will be activated for pilot training purposes of the SMATSA Aviation Academy when piloting techniques are practised under instructions of the Flight chief.

1.2 U radno vreme AKL VRŠAC (VRŠAC ATSU)

1.2 During operational hours of VRŠAC ATSU

1.2.1 U radno vreme AKL VRŠAC (VRŠAC ATSU), ATZ/RMZ VRŠAC se aktivira NOTAM-om najkasnije 2 časa pre početka rada na zahtev ovlašćenog lica SMATSA vazduhoplovne akademije. Zahtev se dostavlja u ARO VRŠAC.

1.2.1 VRŠAC ATZ/RMZ will be activated during operational hours of VRŠAC ATSU by NOTAM at least 2 hours prior to activation on request of authorized person of the SMATSA Aviation Academy. The request will be submitted to VRŠAC ARO.

1.2.2 Aktiviranjem ATZ/RMZ VRŠAC u radno vreme AKL VRŠAC (VRŠAC ATSU), odgovornost za letenje u ATZ/RMZ preuzima rukovodilac letenja SMATSA vazduhoplovne akademije.

1.2.2 When VRŠAC ATZ/RMZ is activated during operational hours of VRŠAC ATSU, a flight chief of SMATSA Aviation Academy takes the responsibility for flight activities within ATZ/RMZ.

1.2.3 Po prestanku aktivnosti u ATZ/RMZ, na zahtev SMATSA vazduhoplovne akademije izdaje se NOTAM o deaktiviranju ATZ/RMZ, čime AKL VRŠAC (VRŠAC ATSU) preuzima odgovornost u čitavom CTR-u.

1.2.3 Upon end of flight activities within ATZ/RMZ, on request of the SMATSA Aviation Academy a NOTAM informing about deactivation of ATZ/RMZ will be issued, meaning that VRŠAC ATSU is taking over the responsibility within entire CTR.

1.2.4 Izuzetno, kada se pojavi potreba za specijalnim letom višeg prioriteta, AKL VRŠAC (VRŠAC ATSU) će obavestiti rukovodioca letenja o privremenom deaktiviranju ATZ/RMZ. AKL VRŠAC (VRŠAC ATSU) preuzima odgovornost u celokupnom prostoru TMA i CTR.

1.2.4 Exceptionally, when special flight with higher priority occurs, VRŠAC ATSU will inform Flight chief about temporary deactivation of ATZ/RMZ. VRŠAC ATSU will take over the responsibility within entire TMA and CTR.

1.3 Van radnog vremena AKL VRŠAC (VRŠAC ATSU)

1.3 Outside operational hours of VRŠAC ATSU

1.3.1 Letenje u ATZ/RMZ VRŠAC može se odvijati i van radnog vremena AKL VRŠAC (VRŠAC ATSU) u organizaciji SMATSA vazduhoplovne akademije u skladu sa propisima koji važe za sportske aerodrome.

1.3.1 Flight activities in VRŠAC ATZ/RMZ may be conducted outside operational hours of VRŠAC ATSU, when such activities are organized by the SMATSA Aviation Academy in accordance with rules applicable to sport aerodromes.

1.3.2 Van radnog vremena AKL VRŠAC (VRŠAC ATSU), jedinica odgovorna u prostoru TMA VRŠAC je AKL BATAJNICA (BATAJNICA ATSU). Svako letenje u tom prostoru mora biti najavljeno, odobreno i koordinirano sa AKL BATAJNICA (BATAJNICA ATSU).

1.3.2 Outside operational hours of VRŠAC ATSU, unit responsible within VRŠAC TMA is BATAJNICA ATSU. Notification, permission and coordination of all flight activities shall be done with BATAJNICA ATSU.

2. Planiranje letenja

2. Flight planning

2.1 Za svaki let vazduhoplova van granica TMA VRŠAC posada vazduhoplova mora dostaviti plan leta popunjen u skladu sa ICAO obrascem plana leta i to u ARO VRŠAC najkasnije jedan čas pre predviđenog vremena poletanja.

2.1 For each departing aircraft leaving VRŠAC TMA, a flight plan filed in accordance with ICAO Flight Plan form shall be submitted by crew to VRŠAC ARO, at least one hour prior to the estimated time of departure.

2.2 Za aerodromsko letenje u ATZ/RMZ ili CTR ili TMA VRŠAC, rukovodilac letenja je dužan da nadležnoj jedinici kontrole letenja dostavi Dnevni plan aerodromskog letenja najkasnije jedan čas unapred.

2.2 For aerodrome traffic within ATZ/RMZ or CTR or TMA VRŠAC, a flight chief shall submit Daily plan of aerodrome traffic to the competent ATC unit at least one hour in advance.

2.3 Dnevni plan aerodromskog letenja obavezno sadrži:

  1. planirani početak i završetak letenja, sa eventualnim prekidima u toku dana dužim od jednog časa;

  2. svrhu leta (aerodromski krugovi, pilotažne zone, zone probe motora i sl.);

  3. broj, tipove i registracije vazduhoplova; i

  4. zone letenja i gornje visine rada (po QNH), osim za letenje u aerodromskom krugu.

  1. planned time of start and end of daily flight activities with possible interruptions longer than one hour;

  2. purpose of flight (aerodrome traffic circuits, airwork areas, engine test areas etc.);

  3. number, types and aircraft registrations; and

  4. name of airwork areas and upper limits (QNH) except for aerodrome traffic circuit.

2.4 AKL VRŠAC (VRŠAC ATSU) može:

  1. prihvatiti Dnevni plan aerodromskog letenja;

  2. zahtevati njegovu reviziju u delu koji se odnosi na letove u CTR ili TMA VRŠAC; ili

  3. u toku dana zahtevati izmenu već prihvaćenog plana ukoliko postoje prioriteti koji to zahtevaju.

  1. accept Daily plan of aerodrome traffic;

  2. request its revision in the part related to flights within CTR or TMA VRŠAC; or

  3. during the day request the change of already accepted Daily plan if certain priorities exist.

2.5 Rukovodilac letenja je dužan da svaku promenu Dnevnog plana aerodromskog letenja usaglasi sa AKL VRŠAC (VRŠAC ATSU).

2.5 Flight chief shall coordinate any change of Daily plan of aerodrome traffic with VRŠAC ATSU.

3. Koordinacija letenja vazduhoplovima u prolazu

3. Visiting aircraft flight coordination

3.1 Poletanja i sletanja sa/na AD VRŠAC vanrednih letova, letova za sopstvene potrebe i ostalih letova opšte avijacije (IFR/VFR), vazduhoplovima u prolazu, moraju biti prethodno usaglašeni sa SMATSA vazduhoplovnom akademijom. Ovi letovi moraju biti obavljeni u skladu sa radnim vremenom AD VRŠAC.

3.1 Take-offs and landings from/to VRŠAC AD of non-scheduled, private and other general aviation flights (IFR/VFR), operated by visiting aircraft, shall be previously coordinated with the SMATSA Aviation Academy. These flights must be operated in accordance with the operational hours of VRŠAC AD.

3.2 Izvršilac leta je dužan da najmanje 24 HR pre planiranog poletanja/sletanja, a za hitne slučajeve na sam dan izvršenja leta dostavi SMATSA vazduhoplovnoj akademiji sledeće podatke:

  1. naziv izvršioca leta;

  2. tip vazduhoplova;

  3. pozivni znak vazduhoplova ili oznaku registracije vazduhoplova;

  4. planirani datum i vreme (UTC) poletanja/sletanja;

  5. svrha leta; i

  6. ICAO lokacijski indikator aerodroma poletanja i sletanja.

1.1 Dolasci

1.1 Arrivals

1.1.1 VFR letovi u dolasku na AD VRŠAC koriste VFR rute od tačaka ZILOV, BANKA, BADUB, ALAVO i MAVIT. Dalje instrukcije i odobrenje za sletanje se dobijaju od:

  • u radno vreme AKL VRŠAC (VRŠAC ATSU):
    na frekvenciji 127.050 MHZ;

  • van radnog vremena AKL VRŠAC (VRŠAC ATSU):
    AKL BATAJNICA (BATAJNICA ATSU) na frekvenciji 126.050 MHZ.

1.1.1 VFR flights arriving at VRŠAC AD shall be conducted on VFR routes from ZILOV, BANKA, BADUB, ALAVO and MAVIT points. Further instructions and landing clearance shall be given by:

  • during operational hours of VRŠAC ATSU:
    on frequency 127.050 MHZ;

  • outside operational hours of VRŠAC ATSU:
