1. DEFINICIJE NEZGODA U VAZDUŠNOM SAOBRAĆAJU

1. DEFINITION OF AIR TRAFFIC INCIDENTS

1.1 „Nezgoda u vazdušnom saobraćaju“ predstavlja ozbiljan događaj koji je u vezi sa pružanjem usluga kontrole letenja kao što je:

  1. bliski susret vazduhoplova (AIRPROX);

  2. drugi događaji koji su imali za posledicu ugrožavanje bezbednosti leta, a koji su, na primer, izazvani:

    1. pogrešnim procedurama,

    2. nepridržavanjem procedura, ili

    3. kvarom zemaljskih uređaja.

1.1 “Air traffic incident” is used to mean a serious occurrence related to the provision of air traffic services, such as:

  1. aircraft proximity (AIRPROX);

  2. serious difficulty resulting in a hazard to aircraft caused, for example, by:

    1. faulty procedure,

    2. non-compliance with procedures, or

    3. failure of ground facilities.

1.1.1 Definicija bliskog susreta vazduhoplova i oznake AIRPROX

1.1.1 Definition for aircraft proximity and AIRPROX code

Bliski susret vazduhoplova je situacija u kojoj su, po mišljenju pilota ili osoblja nadležne jedinice kontrole letenja, rastojanje između vazduhoplova, njihov relativni međusobni položaj i brzina bili takvi da je bezbednost tih vazduhoplova bila ugrožena. Bliski susret vazduhoplova se klasifikuje kao:

  • Rizik od sudara – klasifikacija rizika bliskog susreta vazduhoplova kod kojeg je postojala ozbiljna opasnost da dođe do međusobnog sudara vazduhoplova;

  • Bezbednost nije osigurana – klasifikacija rizika bliskog susreta vazduhoplova pri kojem postoji verovatnoća da je bezbednost vazduhoplova ugrožena;

  • Bez rizika od sudara – klasifikacija rizika bliskog susreta vazduhoplova kod kojeg nije postojao rizik od sudara;

  • Nedefinisan rizik – klasifikacija rizika bliskog susreta vazduhoplova za koji zbog nedostatka podataka ili zbog neubedljivih ili kontradiktornih dokaza nije moguće odrediti nivo rizika.

Aircraft proximity is a situation in which, in the opinion of the pilot or the air traffic services personnel, the distance between aircraft, as well as their relative positions and speed, has been such that the safety of the aircraft involved may have been compromised. Aircraft proximity is classified as follows:

  • Risk of collision – the risk classification of aircraft proximity in which serious risk of collision has existed;

  • Safety not assured – the risk classification of aircraft proximity in which the safety of the aircraft may have been compromised;

  • No risk of collision – the risk classification of aircraft proximity in which no risk of collision has existed;

  • Risk not determined – the risk classification of aircraft proximity in which insufficient information was available to determine the risk involved, or inconclusive or conflicting evidence precluded such determination.

AIRPROX je oznaka kojom se u prijavama o nezgodama u vazdušnom saobraćaju označava bliski susret vazduhoplova.

AIRPROX is the code word used in an air traffic incident report to designate aircraft proximity.

1.2 Nezgode u vazdušnom saobraćaju se u prijavama označavaju i identifikuju kao:

  1. bliski susret vazduhoplova: AIRPROX;

  2. nepridržavanje procedura ili pogrešne procedure: PROCEDURE;

  3. kvar zemaljskog uređaja: FACILITY.

1.2 Air traffic incidents are designated and identified in reports as follows:

  1. aircraft proximity: AIRPROX;

  2. non-compliance with procedures or faulty procedures: PROCEDURE;

  3. failure of ground facilities: FACILITY.

2. POPUNJAVANJE OBRASCA PRIJAVE DOGAĐAJA U VAZDUŠNOM SAOBRAĆAJU

2. USE OF THE AIR TRAFFIC OCCURRENCE REPORT FORM

Nezgoda u vazdušnom saobraćaju se prijavljuje na odgovarajućem obrascu za prijavljivanje događaja u vazdušnom saobraćaju, koji popunjava:

  1. pilot, popunjavajući Prijavu događaja u letu, kojom prijavljuje nezgodu u vazdušnom saobraćaju nakon sletanja ili kada potvrđuje prijavu koju je podneo radio-vezom u toku leta;

  2. jedinica ATS, kao zapis o prijavi primljenoj radio-vezom, telefonom ili telefaksom.

Air traffic incidents shall be reported by using appropriate reporting, intended for filling by:

  1. pilot, filing up a Flight occurrence report of an air traffic incident, after arrival or for confirming a report made initially by radio during flight;

  2. ATS unit, for recording an air traffic incident report received by radio, telephone or telefax.

3. POSTUPAK IZVEŠTAVANJA

3. REPORTING PROCEDURES

3.1 U slučaju nezgode u vazdušnom saobraćaju, pilot vazduhoplova koji je učestvovao u nezgodi treba da:

  1. u toku leta, koristi odgovarajuću radio-vezu, na frekvenciji jedinice kontrole letenja sa kojom je u vezi, za prijavljivanje nezgode od većeg značaja, posebno ako je u nezgodu uključen i drugi vazduhoplov (na primer – AIRPROX nezgoda);

  2. u najkraćem mogućem roku posle sletanja podnese popunjenu Prijavu događaja u letu kojom:

    1. potvrđuje izveštaj o nezgodi već predat radio-vezom, kao što je dato pod a), ili kada po prvi put izveštava o nezgodi, ako to nije bilo moguće učiniti radio-vezom;

    2. kada izveštava o nezgodi koja nije zahtevala izveštaj odmah po njenom nastanku.

3.1 In case of air traffic incident, pilot of aircraft involved in incident should:

  1. during flight, use the appropriate air/ground frequency for reporting an incident of major significance, particularly if it involves other aircraft (i.e. – AIRPROX incident);

  2. as promptly as possible after landing, submit a completed Flight occurrence report form:

    1. for confirming a report of an incident made initially as in a) above, or for making the initial report on such an incident if it had not been possible to report it by radio;

    2. for reporting an incident which did not require immediate notification at the time of occurrence.

3.2 Inicijalni izveštaj koji se saopštava radio-vezom treba da sadrži sledeće:

  1. pozivni znak vazduhoplova;

  2. vrstu nezgode, na primer bliski susret;

  3. kratak opis nezgode, vreme, poziciju, apsolutnu visinu, kurs i tipove vazduhoplova;

  4. razne druge informacije u vezi sa nezgodom.

3.2 An initial report made by radio should contain the following:

  1. aircraft identification;

  2. type of incident, e.g. aircraft proximity;

  3. short description of incident, time, position, altitude, heading and aircraft types;

  4. other miscellaneous information related to incident.

3.3 Nakon sletanja, pisani izveštaj o nezgodi od većeg značaja prvobitno prijavljenoj radio-vezom ili inicijalna prijava o bilo kojoj drugoj nezgodi treba da bude dostavljen Direktoratu civilnog vazduhoplovstva Republike Srbije ili ATS prijavnom birou (ARO) ili drugoj ATS jedinici, u skladu sa mogućnostima. Pilot bi trebalo da kompletira prijavu, po potrebi dodajući detalje na inicijalni izveštaj.

3.3 After landing, written report on an incident of major significance initially reported by radio or the initial report on any other incident should be submitted to the Civil Aviation Directorate of the Republic of Serbia or to the ATS Reporting Office (ARO) or other ATS unit, as available. The pilot should complete report form, supplementing the details of the initial report as necessary.

4. SVRHA PRIJAVLJIVANJA I POSTUPANJE SA PRIJAVOM

4. PURPOSE OF REPORTING AND HANDLING OF THE FORM

4.1 Svrha prijavljivanja nezgoda u vazdušnom saobraćaju i njihovo istraživanje je promovisanje bezbednosti letenja. Obrazac prijave događaja ima za cilj da obezbedi što potpunije informacije o nezgodi u vazdušnom saobraćaju neophodne za istraživanje uzroka, kao i da omogući da pilot ili avio-prevozilac uključeni u nezgodu budu obavešteni o ishodu istraživanja i merama preduzetim za otklanjanje uzroka.

4.1 The purpose of the reporting of air traffic incidents and their investigation is to promote the safety of aircraft. The purpose of the form is to provide investigatory authorities with as complete information on an air traffic incident as possible and to enable them to report back, with the least possible delay to the pilot or operator concerned, the result of the investigation of the incident and, if appropriate, the remedial action taken.

4.2 Prijave o nezgodama u vazdušnom saobraćaju obrađuju se u skladu sa odredbama Pravilnika o prijavljivanju događaja u civilnom vazduhoplovstvu („Službeni glasnik Republike Srbije“, broj 54/12).

4.2 Air traffic incidents reports are handled in accordance with Regulation on occurrence reporting in civil aviation (“Official Gazette of the Republic of Serbia”, number 54/12).

4.4 Direktoratu civilnog vazduhoplovstva Republike Srbije mogu da se prijave i druge vrste događaja, ukoliko je došlo do stvarnog ili potencijalnog ugrožavanja bezbednosti civilnog vazduhoplovstva.
