3.1 Služba odgovorna za pružanje informacija o ATFCM merama koje se primenjuju

FMP Beograd može pružiti ograničene informacije o taktičkim merama protoka.

Beograd FMP may provide limited information on tactical flow measures.

Lokalni ARO/TWR mogu obezbediti informacije o ATFCM slotovima (CTOT) koje objavljuje Menadžer mreže.

Local ARO/TWR may provide information on ATFCM slots (CTOTs) issued by Network Manager.

Menadžer mreže može pružiti druge informacije.

Network Manager may provide other information.

3.2 Zahtevi za planom leta

3.2 Flight plan requirements

Samo saobraćaj IFR/GAT predstavlja predmet upravljanja protokom. Planovi leta IFR/GAT moraju biti podneti u skladu sa priručnikom Network Operations Handbook.

Only IFR/GAT traffic is subject to flow management. IFR/GAT flight plans must be submitted according to Network Operations Handbook.

U Republici Srbiji i Crnoj Gori nacionalne vazduhoplovne vlasti ne odobravaju izuzimanje od dodeljivanja ATFCM slota pre poletanja vazduhoplova sa LY aerodroma. Kako bi se osiguralo pravilno korišćenje izuzimanja od dodeljivanja ATFCM slota, nacionalne vazduhoplovne vlasti mogu da sprovedu proveru dokumentacije operatera vazduhoplova po izvršenju leta.

In the Republic of Serbia and Montenegro there are no national authority approving usage of exemption from ATFCM slot allocation for traffic departing from LY airports. To ensure fair usage of exemption from ATFCM slot allocation, national aviation authorities may perform after flight checks of aircraft operators documentation.

Operater vazduhoplova, koji je u polju 18 plana leta naveo bilo koji od statusnih indikatora, je dužan da dokumentaciju kojom se potvrđuje opravdanost upotrebljenog statusnog indikatora čuva najmanje tri meseca od dana izvršenja leta, i da je, na zahtev, dostavi nacionalnim vazduhoplovnim vlastima, na uvid.

An aircraft operator, who inserted any of the status indicators in the field 18 of a flight plan, is obliged to keep stored documentation, which provides the justification of used status indicator, for the period of at least three months from the date of execution of a flight, and to provide it to the national aviation authority, at the request, for review.

3.4 Statusni indikatori kojima se obezbeđuje automatsko izuzimanje od ATFCM mera

3.4 Status indicators for the automatic exemption from ATFCM measures

Statusni indikatori kojima se obezbeđuje automatsko izuzimanje od dodeljivanja ATFCM slota su:

Status indicators which ensure the automatic exemption from ATFCM slot allocation are:

  1. STS/ATFMX – za letove kojima je odobreno izuzimanje od ATFCM mera;

  2. STS/FFR – za letove koji se odvijaju u svrhu gašenja požara;

  3. STS/HEAD – za letove kojima se prevoze šefovi država ili vlada;

  4. STS/MEDEVAC – za letove kojima se obavlja hitan medicinski prevoz;

  5. STS/SAR – za letove koji se obavljaju u svrhu traganja i spasavanja.

  1. STS/ATFMX – for flights that have been approved for exemption from ATFCM measures;

  2. STS/FFR – for flights performed for the purpose of fire-fighting;

  3. STS/HEAD – for flights carrying Head of State (President) or equivalent status (Prime Minister);

  4. STS/MEDEVAC – for flights with the purpose of performing life-critical medical interventions;

  5. STS/SAR – for the flights involved in search and rescue operations.

3.5 Pravila za korišćenje ATFMX statusnog indikatora

3.5 Rules for use of ATFMX status indicator

Statusni indikator STS/ATFMX se koristi isključivo u kombinaciji sa jednim od sledećih dopunskih statusnih indikatora:

  1. STS/HUM ATFMX – za letove koji se obavljaju u humanitarne svrhe;

  2. STS/HOSP ATFMX – za letove koje su nadležne zdravstvene ustanove kvalifikovale kao medicinske;

  3. STS/STATE ATFMX – za letove koji se obavljaju civilnim ili vojnim vazduhoplovom u vojne, carinske i policijske svrhe, kod kojih kašnjenje u poletanju može ugroziti uspešnost misije;

  4. STS/ATFMX RMK/MINISTER ONBOARD – za letove koji se realizuju za potrebe zvaničnih misija ministara u Vladi.

  1. STS/HUM ATFMX – for flights conducted for humanitarian purposes;

  2. STS/HOSP ATFMX – for a flight declared as a medical flight by the relevant medical authority;

  3. STS/STATE ATFMX – for a flight which is operated by a military aircraft and a civilian aircraft for military, customs and police services where any departure delay may threaten the success of the mission;

  4. STS/ATFMX RMK/MINISTER ONBOARD – for a flight which is conducted for the purpose of official missions of ministers in the Government.

3.6 Use of “STS/HUM ATFMX” indicator

Upotreba statusnog indikatora „STS/HUM ATFMX“ se odnosi na let koji je angažovan u obavljanju humanitarnih akcija i koristi se isključivo u sledećim slučajevima, i to za:

The use of “STS/HUM ATFMX” status indicator refers exclusively for flights which is engaged in humanitarian action and used only in the following cases:

  1. let koji se obavlja u humanitarne svrhe, sa namerom da ublaži patnju ili da doprinese blagostanju ugroženog pojedinca ili grupe ljudi;

  2. let kojim se prevozi humanitarni tim i potrepštine, kao što su: hrana, odeća, medicinske ili druge potrepštine neophodne ugroženom pojedincu ili grupi ljudi, tokom ili nakon nužne situacije i/ili prirodne katastrofe; i

  3. let kojim se evakuišu osobe sa mesta gde su njihovi životi i/ili zdravlje ugroženi nužnom situacijom i/ili prirodnom katastrofom.

  1. for the flight conducted for humanitarian purposes, with the intention to alleviate suffering or to contribute to the welfare of affected individuals or groups of people;

  2. for the flight carrying humanitarian team and supplies, such as food, clothing, medical and other supplies necessary to affected individuals or groups of people during or after the emergency situation and/or natural disasters; and

  3. for the flight performed for the evacuation of persons from a place where their lives and/or health are at risk due to the emergency situation and/or natural disaster.

3.7 Korišćenje „STS/HOSP ATFMX“ indikatora

3.7 Use of “STS/HOSP ATFMX” indicator

Upotreba statusnog indikatora „STS/HOSP ATFMX“ se odnosi isključivo na let kojeg su medicinske ustanove kvalifikovale kao hitan medicinski let i koristi se isključivo u sledećim slučajevima, i to za:

The use of “STS/HOSP ATFMX” status indicator refers exclusively for flights qualified as a medical flight by the relevant medical authority and used only in the following cases:

  1. let koji se obavlja radi zaštite ljudskog života koji bi mogao biti ugrožen ukoliko se let ne obavi bez kašnjenja;

  2. drugi hitan medicinski let koji zahteva obavljanje leta bez kašnjenja, kao što je let za prevoz pacijenata kojima preti gubitak udova, prevoz ljudskih organa i hitan transport medicinskih timova; i

  3. let ka odredišnom aerodromu na kome se prihvata pacijent u cilju obavljanja hitnog medicinskog prevoza.

  1. for the flight conducted with the aim of protecting human life which could be jeopardized if the flight is delayed;

  2. for other urgent medical flight claimed to be operated without departure delay, such as a flight transport of a patient threatened with the loss of limbs, as well as the transport of human organs for transplantation and transport of an emergency medical transport teams; and

  3. the flight to the destination airport where the patient is admitted for the purpose of performing emergency medical transport.

3.8 Korišćenje „STS/STATE ATFMX“ indikatora i „STS/ATFMX RMK/MINISTER ONBOARD“ indikatora

3.8 Use of “STS/STATE ATFMX” and “STS/ATFMX RMK/MINISTER ONBOARD” indicators

Upotreba statusnog indikatora „STS/STATE ATFMX“ se odnosi isključivo na let od državnog interesa, kada je za državu neprihvatljivo bilo kakvo kašnjenje na tom letu i koristi se isključivo da označi letove vojnih, policijskih i carinskih misija koje su od tolike važnosti za državu da će bilo kakvo kašnjenje tog leta ugroziti uspeh misije.

The use of “STS/STATE ATFMX” status indicator refers exclusively for a flight of a national interest when it is unacceptable, for the State, to take any departure delays and is used exclusively for a flight for military, customs and police services of such importance for the State that any departure delay may threaten the success of the mission.

Upotreba statusnog indikatora „STS/ATFMX RMK/MINISTER ONBOARD“ odnosi se isključivo na let za potrebe prevoza zvaničnih misija ministara u Vladi.

The use of “STS/ATFMX RMK/MINISTER ONBOARD” status indicator refers exclusively for a flight operated for the purpose of official missions of ministers in the Government.
