1. OPŠTE

1. GENERAL

Vazduhoplovi u javnom vazdušnom saobraćaju, koji lete u vazdušnom prostoru Republike Srbije i u vazdušnom prostoru Crne Gore, moraju se pridržavati odredbi ICAO Aneksa 6 – Operacije vazduhoplova, Deo I – Međunarodni javni vazdušni saobraćaj – Avioni, Poglavlje 6 (Instrumenti, oprema, isprave i knjige aviona) i Poglavlje 7 (Komunikaciona i navigaciona oprema aviona).

Commercial air transport aircraft operating in the airspace of the Republic of Serbia and in the airspace of Montenegro must adhere to the provisions of ICAO Annex 6 – Operation of Aircraft, Part I – International Commercial Air Transport – Aeroplanes, Chapter 6 (Aeroplanes Instruments, Equipment and Flight Documents) and Chapter 7 (Aeroplane Communication and Navigation Equipment).

Pored opreme u gore navedenom dokumentu, svi vazduhoplovi koji lete u vazdušnom prostoru Republike Srbije i vazdušnom prostoru Crne Gore moraju biti opremljeni instrumentima i opremom navedenim u tački 3, zavisno od vrste leta.

In addition to the equipment in the abovementioned document, all aircraft operating within airspace of the Republic of Serbia and airspace of Montenegro have to carry instruments and equipment listed in item 3 below, depending on the type of flight.

3. EQUIPMENT TO BE CARRIED FOR ALL TYPES OF FLIGHTS

3.1 RNAV oprema

3.1 RNAV equipment

Vazduhoplovi, osim državnih vazduhoplova, koji u FIR/UIR Beograd lete iznad 9500 FT ALT po pravilima instrumentalnog letenja (IFR) moraju imati, kao minimum, RNAV opremu koja ispunjava RNAV 5 (B-RNAV) navigacijsku specifikaciju saglasno zahtevima utvrđenim u ICAO Doc 7030 – Regionalni dopunski postupci.

Aircraft, other than State aircraft, operating under Instrument Flight Rules (IFR) within Beograd FIR/UIR above 9500 FT ALT, shall be equipped, as a minimum, with RNAV equipment meeting RNAV 5 (B-RNAV) specification as set out in ICAO Doc 7030 – Regional Supplementary Procedures.

Napomena: RNAV 5, kako je definisana u ICAO Doc 9613 – Priručnik za navigaciju zasnovanu na mogućnostima vazduhoplova, je istovetna B-RNAV kada su u pitanju navigaciona oprema i zahtevi sertifikacije. U okviru AIP Srbija/Crna Gora RNAV 5 i B-RNAV se tretiraju jednako.

Note: RNAV 5, defined in ICAO Doc 9613 – Performance-based Navigation Manual, is equivalent to B-RNAV with regard to the navigational equipment and certification requirements. Those two terms (RNAV 5 and B-RNAV) in AIP Serbia/Montenegro are treated as equal.

Da bi mogli operativno da upotrebljavaju ostale PBN procedure unutar FIR Beograd (na primer SID, STAR, IAC) vazduhoplovi treba da budu opremljeni u skladu sa operativnim zahtevima koji su definisani na odgovarajućim vazduhoplovnim kartama.

For the operational usage of other PBN procedures in Beograd FIR (e.g. SID, STAR, IAC), ACFT shall be equipped in accordance with the required operational approvals, which are noted on the appropriate aeronautical charts.

3.2 Obavezna radio-oprema

U skladu sa ICAO Doc 7030/EUR, Poglavlje 3, obavezno je posedovanje i upotreba radio-opreme sa razmakom kanala 8,33 KHZ za ceo ICAO EUR region od 15. marta 2007. godine za vazduhoplove koji lete iznad FL 195.

As required by ICAO Doc 7030/EUR, Chapter 3, the carriage and operation of 8.33 KHZ channel spacing radio equipment is mandatory throughout the ICAO EUR Region as of 15th March 2007 for aircraft operating above FL 195.

Osim mogućnosti razmaka kanala od 8,33 KHZ, radio-oprema mora da ima i mogućnost podešavanja na kanale sa razmakom od 25 KHZ, kao i rada u uslovima u kojima se koriste off-set frekvencije. Uvođenje u rad govornih komunikacija vazduh-zemlja zasnovanih na razmaku govornih kanala od 8,33 KHZ od strane pružalaca usluga u vazdušnoj plovidbi, odnosno avio-prevozilaca (operatera ili njihovih zastupnika) je regulisano u Republici Srbiji Pravilnikom o utvrđivanju zahteva za razmak govornih kanala vazduh-zemlja („Službeni glasnik Republike Srbije“, broj 54/12) kojim je u nacionalno zakonodavstvo Republike Srbije preuzeta Uredba Komisije (EZ) broj 1265/2007 od 26. oktobra 2007. godine o zahtevima u pogledu razmaka govornih kanala zemlja-vazduh za potrebe Jedinstvenog evropskog neba, odnosno u Crnoj Gori transponovanom Uredbom Komisije (EZ) broj 1265/2007 od 26. oktobra 2007. kojom se utvrđuju zahtjevi za razdvojenost govornih kanala vazduh-zemlja za Jedinstveno evropsko nebo („Službeni list Crne Gore – Međunarodni ugovori“, broj 01/11).

In addition to 8.33 KHZ channel spacing capability, radio equipment shall be able to tune to 25 KHZ spaced channels and to operate in an environment which uses offset-carrier frequencies. The introduction of air-ground voice communications based on 8.33 KHZ channel spacing by air navigation services providers and airlines (operators or their representatives) is regulated by the Regulation laying down requirements for air/ground voice channel spacing (“Official gazette of the Republic of Serbia”, number 54/12) transposing into national legislation Commission Regulation (EC) number 1265/2007 of 26th October 2007 laying down requirements on air-ground voice channel spacing for the single European sky in the Republic of Serbia and by transposed Commission Regulation (EC) number 1265/2007 of 26th October 2007 laying down requirements on air-ground voice channel spacing for the single European sky (“Official Gazette of Montenegro – International agreements”, number 01/11) in Montenegro.

Izuzimanje od obaveznog posedovanja 8,33 KHZ radio-opreme je objašnjeno u podsekciji ENR 1.8.

Exemptions from mandatory carriage of 8.33 KHZ equipment are described in subsection ENR 1.8.

Let neopremljenog vazduhoplova, koji po planu leta ulazi u neki FIR/UIR u EUR regionu za koji nisu objavljeni drugi izuzeci, osim za državne vazduhoplove sa UHF opremom (videti AIP države nadležne za dotični FIR/UIR), mora biti planiran ispod FL 195 duž celog EUR regiona.

Operations of non-equipped aircraft, which are planned to enter any FIR/UIR in the EUR Region where no exemption has been published, except for UHF equipped State aircraft (refer to AIP of the State covering the FIR/UIR concerned), must have a flight plan to operate below FL 195 throughout the entire EUR Region.

U vazdušnom prostoru Crne Gore, za sve avione sa turbinskom pogonskom grupom čija je najveća sertifikovana masa pri poletanju veća od 5700 KG ili su autorizovani da nose više od 19 putnika, izuzimajući sisteme bespilotnih letilica, obavezno je da budu opremljeni verzijom 7.1 sistema za izbegavanje sudara ACAS II.

In airspace of Montenegro, for all turbine-powered aeroplanes with a maximum certified take-off mass exceeding 5700 KG or that are authorised to carry more than 19 passengers, with the exemption of unmanned aircraft systems, it is mandatory to be equipped with the collision avoidance logic version 7.1 of ACAS II.

Svi ostali vazduhoplovi koji su dobrovoljno opremljeni sa ACAS II, obavezni su da budu opremljeni verzijom 7.1 sistema za izbegavanje sudara.

All other aircraft which are equipped on a voluntary basis with ACAS II, are obliged to be equipped with collision avoidance logic version 7.1.

5. RVSM VAZDUŠNI PROSTOR

5. RVSM AIRSPACE

Izuzimajući određeni vazdušni prostor u kome se sprovode prelazni poslovi, letenje u EUR RVSM vazdušnom prostoru dozvoljeno je samo RVSM atestiranim vazduhoplovima i državnim vazduhoplovima bez RVSM atesta.

Except for designated airspace where RVSM transition tasks are carried out, only RVSM approved aircraft and non-RVSM approved State aircraft shall be permitted to operate within the EUR RVSM airspace.

RVSM atestirani vazduhoplovi su oni vazduhoplovi za koje je avio-prevozilac pribavio RVSM atest ili od države u kojoj je avio-prevozilac baziran ili od države u kojoj je vazduhoplov registrovan.

RVSM approved aircraft are those aircraft for which the operator has obtained an RVSM approval, either from the State in which the operator is based, or from the State in which the aircraft is registered.

Uputstva o plovidbenosti, neprekidnoj plovidbenosti i operativnoj praksi i procedurama za EUR RVSM vazdušni prostor data su u ICAO EUR Regionalnim dopunskim postupcima (ICAO Doc 7030/4 – EUR).

Guidance material on the airworthiness, continued airworthiness and the operational practices and procedures for the EUR RVSM airspace is provided in the ICAO EUR Regional Supplementary Procedures (ICAO Doc 7030/4 – EUR).

Izuzimajući državne vazduhoplove, RVSM atest se zahteva za vazduhoplove koji nameravaju da lete u RVSM vazdušnom prostoru UIR Beograd, koji je opisan u ENR 2.1.

Except for State aircraft, RVSM approval is required for aircraft to operate in the RVSM airspace within Beograd UIR, described in ENR 2.1.

Napomena: Odredbe, koje se primenjuju na civilne operacije bez RVSM atesta u EUR RVSM vazdušnom prostoru u kojem se sprovode RVSM prelazni poslovi, date su u ICAO EUR Regionalnim dopunskim postupcima (ICAO Doc 7030/4 – EUR).

Note: Provisions applicable to non-RVSM approved civil operations in the EUR RVSM airspace where RVSM transition tasks are carried out are as specified in the ICAO EUR Regional Supplementary Procedures (ICAO Doc 7030/4 – EUR).
